Job Summary

Transportation Project Manager position leads complex transportation infrastructure projects from planning through construction, coordinating stakeholders, managing budgets, contracts, and procurement, and ensuring projects meet quality, safety, and regulatory standards. Transportation Project Manager will oversee the design, development, and execution of transportation projects, ensuring compliance with relevant codes, standards, and processes. This position will be crucial in right-of-way acquisition, utility coordination, and collaboration with consultants, contractors, and government agencies to successfully deliver public works projects.

Essential Functions & Responsibilities
  • Review project concepts and design drawings for transportation improvement projects, including drainage.
  • Conduct site visits and field investigations to resolve design issues and ensure compliance with GDOT, MUTCD, AASHTO and Hall County design standards.
  • Perform field investigations for road and intersection improvements, signage needs, maintenance issues, and erosion control.
  • Utilize GIS analysis for transportation-related projects and prepare project databases, graphics, and maps.
  • Coordinate with stakeholders through all project phases, ensuring adherence to scope, schedule, and budget.
  • Lead comprehensive public involvement champaigns for transportation improvement project.
  • Assist in project meetings with design consultants, state and federal agencies, and local governments.
  • Support right-of-way and utility coordination efforts, including research and tracking.
  • Participate in contract procurement, including cost estimation, project scope development, and proposal evaluation.
  • Monitor project budgets and schedules to ensure timely and cost-effective completion.
  • Supervise consultant work and ensure compliance with federal and state regulatory requirements.
  • Address concerns raised by residents and businesses, proposing and implementing solutions.
  • Maintain an up-to-date understanding of transportation engineering standards and best practices.
  • Regular and predictable attendance is required.
  • Performs other related duties as required.
Minimum Qualification Required
Education and Experience:

Bachelor's Degree in a science, technology, engineering or mathematics (STEM) or related field and one (1) to three (3) years of progressively responsible project management experience or any equivalent combination of education or experience to meet the above stated requirements.

Familiarity with GDOT Publications such as the Design Policy Manual, GDOT LAP Manual, and GDOT ROW Manual.

Equivalent combinations of education, training, and experience may be considered.

Licenses and Certifications:
  • State of Georgia Engineer-in-Training (EIT) certification.
  • Project Management Professional (PMP)
  • GDOT Local Administered Project (LAP) Training.
  • GDOT Plan Development Process (PDP) Training.
  • GDOT Right-of-Way Acquisition for Local Public Agencies Training.
Knowledge, Skills and Abilities:
  • Strong knowledge of transportation engineering principles, codes, and ordinances.
  • Ability to analyze, categorize, and prioritize data to inform project decisions.
  • Excellent written and verbal communication skills.
  • Proficiency in GIS analysis and project documentation.
  • Strong judgment, problem-solving, and decision-making abilities.
  • Ability to work independently and collaboratively with multiple stakeholders.
  • Ability to communicate clearly and effectively, both orally and in writing.

Physical Ability:

Essential functions of this position continuously require the ability to remain in a stationary position (sitting or standing); operate a computer and other office machinery, such as a calculator, copier, and printer. Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must also continuously direct others; meet deadlines; stay organized; use math/calculations and use a keyboard/type.

Essential Functions frequently require the ability to move about inside the office; and move/transport items up to 10lbs.

Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; push or pull; and repetitively use hands/arms/legs. Incumbents in this position are occasionally required to be on-call and work irregular hours.

Sensory Requirements:

Essential functions regularly require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use equipment.

Environmental Factors:

Essential functions of this position continuously require the ability to either work with others or work alone.
