Job summary

The Opportunity

WSDOT is currently seeking a Transportation Planning Specialist 1 to support statewide active transportation education and encouragement programs that expand safe, accessible, and cost-effective transportation options for Washington communities. This position contributes to programs such as bicycle education, e-bike rebates, and e-bike lending libraries that help make bicycling a practical part of the state’s multimodal transportation system. Working alongside the Education and Encouragement Planner, this role supports program implementation, project coordination, data review, and reporting efforts. This position plays an important role in advancing WSDOT’s commitment to a safe, sustainable, and integrated transportation system while improving mobility and economic vitality for people across Washington.

What to Expect

Among the varied range of responsibilities held within this role, you/the Transportation Planning Specialist 1 will:

• Review progress reports to identify implementation issues, schedule risks, data inconsistencies, and items requiring supervisor review.
• Review invoices, program data, documents, and materials for accuracy and consistency; recommend corrections as needed.
• Maintain project financial tracking information to support project delivery and program monitoring.
• Support development and delivery of active transportation programs, including application materials, website content, stakeholder databases, and program resources.
• Support public outreach, training, stakeholder engagement, and routine program inquiries, including occasional statewide travel.
• Coordinate translation of program materials, including English-to-Spanish, written, and voice translation services.
• Track reporting deadlines; draft and review reports; compile performance data; evaluate program outcomes; and maintain required records.
• Research active transportation practices, events, training opportunities, and policy developments related to e-bikes, micromobility, and bicycle education.

Qualifications

To be considered for this opportunity, the following competencies are required:

• Technical Software Proficiency: Ability to effectively utilize Microsoft Office Suite applications, including Word, Excel, Outlook, and PowerPoint, to organize information, analyze data, prepare reports, manage communications, and support program or project objectives.

In addition to the competencies above, the following qualifications are also required:

• Fluent in Spanish, with a certificate or ability to become certified, within the first 6 months of employment, from ACTFL, Global Seal or another comparable entity that provides Spanish reading, writing and speaking language proficiency certification.
• Ability to review and evaluate documents to provide supervisor with input and make recommendations for improvements.
• Ability to take direction and work well with others.
• Ability to communicate well in writing and verbally in both English and Spanish.
• Ability to manage time to complete tasks that meet deadlines.
• Ability to collect, review, and interpret transportation education and encouragement related data and information.

It is preferred that qualified candidates also demonstrate:

• Research, Analysis, and Evaluation: Demonstrated competency in researching, analyzing, and evaluating transportation education and encouragement-related information to identify problems, assess potential impacts, and support informed decision-making through clear recommendations and effective communication.
• Communication: Skilled in communicating findings and recommendations through reports, correspondence, and presentations.
• Transportation Education: Knowledge of transportation education and encouragement issues, risks, and operational challenges.
• Project Management and Fiscal Administration: Experience with project management, fiscal monitoring and budgets, and document filing and retention.
• Program Support: Experience supporting large-scale education programs.
• Active Transportation and Carbon Reduction: Experience supporting active transportation and/or carbon reduction initiatives.
• Grant Funding: Experience supporting grant funding cycles (with budgets from $250,000- $10,000,000), including development and monitoring of budgets.
• Public and Private Sector Collaboration: Experience working across public and private sectors.

• This position offers flexible/hybrid remote work options.
• In addition to the salary range listed, a 5% premium may be applied for positions that require proficiency in English and an additional language, American Sign Language, or Braille.
• In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
