DC Department of Transportation (DDOT) invites applications for a transportation planning role within the Sustainable Transportation Programs Branch. Job description

Job Summary

This position is located in the District Department of Transportation (DDOT), Transportation Planning Administration (TPA), Planning and Sustainability Division (PSD) Sustainable Transportation Programs Branch (STPB). The incumbent works under the general direction of the Sustainable Transportation Programs Branch Manager, who provides general administrative guidance. The position supports the development, implementation, and evaluation of Shared Micromobility planning initiatives that improve sustainable transportation outcomes in the District of Columbia.

The incumbent will identify stakeholder concerns and program risks, prepare scopes of work for consultant contracts, develop recommendations for new shared micromobility pilot programs, develop accurate cost estimates, support implementation of the District’s shared micromobility regulations, procurements, consultant selection, and measure and monitor project progress to ensure that milestones, commitments, and schedules are maintained.

The incumbent will create plans to manage shared micromobility throughout the District. This includes identification of shared micromobility management best practices, coordination with private and public stakeholders, and review performance reporting. The incumbent will collect and analyze shared micromobility data, estimate citywide demand for shared micromobility service, and estimate impacts. The incumbent will prepare shared fleet device permit application materials, and lead review of submissions. The incumbent will incentivize and communicate with shared fleet device permit holders to develop more efficient deployment of shared fleet devices and act as liaison between relevant District government staff and federal agencies to implement those strategies.

Duties And Responsibilities

Leads transportation planning and project development in support of the District’s long term transportation plan (moveDC), and other related plans and policies. Collaborates with fellow Transportation Planners, engineers, and project managers, leading projects from inception to completion to ensure high-quality roadway designs that support program and departmental objectives.

Collects and analyzes data pertaining to bicycle and pedestrian facility design, traffic management, roadway safety, and transit operations to accommodate the needs of various modes of transportation. Coordinates with internal and external partners, including other divisions within DDOT as well as other District Government agencies, Advisory Neighborhood Commissions (ANCs), the Metropolitan Washington Council of Governments (MWCOG), Business Improvement Districts, the Washington Metropolitan Area Transit Authority (WMATA), and other stakeholders to advance multimodal policies and programs.

Qualifications And Education

Undergraduate and Graduate Education: Major study – accounting, business administration, business or commercial law, commerce, economics, engineering, financial, industrial management, statistics, traffic management, transportation, motor mechanics, urban planning, geography, or other fields related to the position.

OR

Applicant must possess at least one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including but are not limited to professional knowledge of a wide range of concepts, principles and practices of transportation community and regional planning and coordination, and ability to develop plans and work schedules for assigned transportation projects. Ability to exercise initiative and resourcefulness in obtaining and analyzing information relative to transportation planning, multimodal project development, development of conceptual and feasibility studies, environmental documentation.

A minimum of one (1) year of experience with a moderate professional knowledge of transportation and urban and regional planning theories, concepts, and principles is highly preferred.

Licenses and Certifications

Must possess and maintain a valid driver's license.

Working Conditions/Environment

The majority of the work is performed in an office which is adequately heated, lights, and ventilated. The work outside the office is typically in conference rooms, meeting halls, and auditoriums.
