Job Title Associate Director for Automatic Safety Camera

This position is located in the District Department of Transportation (DDOT). DDOT's mission is to equitably deliver a safe, sustainable, and reliable multimodal transportation network for all residents and visitors of the District of Columbia. The incumbent serves as the Associate Director for the Automated Safety Camera (ASC) Division, located within the Traffic Safety Administration (TSA). The ASC Program is designed to create safer roadways for all road users in the District of Columbia, through the use of automated safety cameras that include but are not limited to speed safety cameras, as well as safety cameras for automated enforcement of stop signs, red lights, truck restrictions, clear lanes (i.e., dedicated bus lanes). The ASC Program also supports the District’s School Bus Stop-arm Safety Program through automated cameras installed on school buses.

The incumbent is responsible for the leadership of the program and overseeing operations and implementation, including the deployment and rotation of the safety cameras. The incumbent serves as the technical authority, expert, and advisor on District’s ASC Division, and will oversee operational services, contract administration, and stakeholder coordination, and manage the completion of specialized multi-year programs and projects, provide supervision and leadership to a multi-disciplinary team, and ensure compliance with local and federal regulations for the implementation of automated enforcement.

Duties and Responsibilities

Manages daily operations of ASC which includes but not limited to, speed cameras, stop sign cameras, red light cameras, truck restrictions, Clear Lanes and School Bus Stop-Arm Safety Program. Provides overall direction and vision for the District ASC Program; and participates in the leadership, supervision and direction of a multi-disciplinary team responsible for meeting performance and mission goals. Plans, schedules, coordinates, and delivers work operations that span multiple divisions or administrations. Hires, trains, motivates, and evaluates staff to maximize professional development and productivity. Assigns, directs, and reviews the work of subordinate employees. Provides a full range of supervisory services for administrative and engineering staff. Plans, schedules, and coordinates work operations. Makes staff selections, recommends promotions, provides performance ratings and standards and necessary training, approves/disapproves leave, initiates necessary disciplinary action, and assigns, adjusts, directs, and reviews staff work, as of the changes in governing and related regulatory, legislative matters, or agency matters which impact the performance of duties. Explains and gains support from subordinates for management changes, policies, and goals.

Serves as the Contracting Officer and the Technical Review Officer for the ASC program. Works closely with the Office of Contracts and Procurement (OCP) to oversee the acquisition contracting activities and interagency agreements, reviews and evaluates the effectiveness, technical adequacy and suitability of contractor proposals. Oversees compliant investigations about contractor performance. Performs operational and programmatic activities, plans the budget, and initiates new plans and logistics. Develops and maintains relationships, coordination, and lines of communication with other District agencies, such as but not limited to DPW, MPD, and DMV, other stakeholders as it relates to the work of the ASC. Participates in coordination and management of related Statements of Work performance specifications and technical valuations, studies and evaluations. Monitors program resources to ensure integrity and consistency and without conflict of interest. Develops strategies and implementation plans to maximize the effectiveness of the program. Works with the Strategic Initiatives Branch to verify data is represented accurately.

Qualifications and Education

Undergraduate and Graduate Education:Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Bachelors or Masters degree in related field is preferred.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Licenses and Certifications

Must possess and maintain a valid driver’s license.

Excellent oral and written communication skills are preferred.

Working Conditions/Environment

Work is primarily conducted in an office setting. However, incumbent may be exposed to a variety of weather conditions while outdoors visiting various site locations.
