Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

  • Chairs or serves as a member of a contract selection team.
  • Coordinates with area engineers on design and plan preparation.
  • Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
  • Meets with appropriate Department supervisors and sections, law enforcement agencies and city officials to discuss traffic problems and possible solutions.
  • Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and prepares and delivers a written evaluation of the consultant's performance.
  • Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.
  • Oversees and performs traffic engineering studies to recommend solutions for high accident locations, to warrant traffic signals and speed zones and to determine capacity and channelization of the highways.
  • Oversees the processing and review of consultant selection documentation, contracts, and related documents through execution.
  • Prepares and submits Plans, Specifications and Estimates (P.S. & E.) on projects.
  • Responsible for determining the need for coordinating, developing and reviewing the plans, specifications and estimates, traffic projects and traffic management systems projects or may prepare related plans.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

  • 4 years experience in transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Professional Engineer *

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • Extensive knowledge of:
    • Transportation design engineering principles, practices and methods and the applications of engineering theory.
    • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements.
    • Traffic signal design
    • Design and plan preparation methods and requirements
  • Considerable knowledge of:
    • Geometric design relationships to traffic operations, maintenance and construction
  • Directing and establishing objectives; clarifying roles and responsibilities through individual performance plans; monitoring and measuring performance against goals; evaluating results and making necessary adjustments to meet deadlines.
  • Facilitating groups using effective communications methods; contributing to and guiding groups in defining objectives, staying on task and reaching consensus; soliciting participation, challenging ideas and summarizing accomplishments and planned actions.
  • Planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees.
  • Prioritizing and organizing work assignments.
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals.

Physical Requirements and Working Conditions:

  • Required to wear protective gear - respirator, hard hat, or other devices.
  • Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
  • Visual Acuity - operate motor vehicles and/or heavy equipment.
  • Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing.

Please note that the Department of Transportation's Drug and Alcohol Testing Regulation – 49 CFR Part 40, at 40.151(e) – does not authorize “medical marijuana” under a state law to be a valid medical explanation for a positive drug test result for an employee in this position.
