Job description

Transportation Design Practice Leader / Senior Transportation Design PE a seller-doer

Texas Transportation Consulting

Position Overview

We are seeking an experienced Transportation Design Professional Engineer (PE)(Drainage or Roadway/Traffic) to lead and grow a transportation consulting practice serving TxDOT, NTTA, municipal, and county clients throughout Texas.

This is a consultant-side leadership position for an accomplished transportation professional who understands how successful consulting practices are built. The ideal candidate has developed a strong career within the engineering consulting industry and brings the technical credibility, client relationships, pursuit leadership, and business-development skills needed to expand a growing Texas transportation practice.

This is not a CE& I, inspection, or agency-side position. We are specifically seeking a proven seller-doer who can lead client strategy, win work, oversee project delivery, develop staff, and strengthen the firm’s presence in the Texas transportation market.

The strongest candidates will have experience with both transportation schematics and PS&E design. Professionals with particularly strong backgrounds in schematics, feasibility studies, corridor planning, preliminary engineering, and project development are also highly attractive.

Key Leadership Responsibilities
  • Provide consultant-side leadership for the continued growth of the firm’s Texas transportation design practice.
  • Develop and execute strategies to grow relationships, revenue, backlog, market share, and visibility across the Texas transportation market.
  • Build and maintain trusted relationships with TxDOT districts, NTTA, counties, municipalities, prime consultants, teaming partners, and industry leaders.
  • Identify upcoming transportation programs and projects, establish capture strategies, and position the firm for both prime and subconsultant opportunities.
  • Lead pursuits, including go/no-go decisions, teaming strategies, proposal development, technical approaches, presentations, and interview preparation.
  • Serve as a senior client manager and trusted advisor, maintaining strong relationships before, during, and after project delivery.
  • Represent the firm at client meetings, industry events, professional organizations, and transportation-market functions.
  • Help establish the firm as a recognized and respected transportation design consultant throughout Texas.
Project and Technical Leadership
  • Lead and oversee transportation design assignments for TxDOT, NTTA, counties, municipalities, and other transportation agencies.
  • Direct the development and review of transportation schematics, feasibility studies, corridor studies, preliminary engineering, and PS&E design packages.
  • Serve as a principal-in-charge, project director, project manager, or senior technical leader on major roadway and transportation assignments.
  • Guide multidisciplinary teams through project planning, design development, quality review, and final delivery.
  • Manage project scope, schedules, budgets, staffing, quality, risk, and client expectations.
  • Ensure that technical work meets applicable agency requirements, design standards, contractual obligations, and quality-control procedures.
  • Balance business-development responsibilities with active participation in project delivery and client service.
Practice and Team Development
  • Recruit, mentor, and develop transportation engineers, project managers, designers, and emerging technical leaders.
  • Help organize and scale the transportation team as workload and client demand increase.
  • Create opportunities for staff development, technical advancement, project leadership, and client exposure.
  • Coordinate resources across offices, disciplines, and project teams to support successful delivery.
  • Promote a collaborative, accountable, entrepreneurial, and client-focused consulting culture.
  • Support strategic hiring and succession planning as the transportation practice expands.
Ideal Candidate Profile

The ideal candidate will offer:

  • A successful career with a recognized engineering consulting firm serving public-sector transportation clients.
  • An active Professional Engineer license, preferably in Texas or with the ability to obtain Texas registration.
  • Demonstrated success as a seller-doer, combining business development with technical and project leadership.
  • A proven ability to develop clients, win work, grow backlog, and expand a transportation consulting practice.
  • Experience leading strategic pursuits, capture planning, proposals, teaming decisions, shortlist presentations, and client interviews.
  • Established relationships within the Texas transportation market, particularly with TxDOT, NTTA, municipalities, counties, and consulting partners.
  • Strong knowledge of roadway and transportation project development, including schematics, feasibility studies, preliminary engineering, and PS&E design.
  • Experience managing multidisciplinary transportation projects, project managers, technical staff, budgets, schedules, and quality.
  • A record of building, mentoring, and retaining high-performing consulting teams.
  • Strong executive presence, communication skills, commercial judgment, and the ability to represent the firm confidently with clients and industry partners.
  • An entrepreneurial mindset and a demonstrated ability to grow clients, teams, revenue, market presence, and long-term business relationships.
What Success Looks Like

Success in this role will be measured by the individual’s ability to:

  • Strengthen and expand strategic client relationships.
  • Establish a visible and credible presence in the Texas transportation consulting market.
  • Build a qualified pipeline of transportation opportunities.
  • Lead pursuits that convert into profitable project wins.
  • Deliver high-quality work that creates repeat business.
  • Recruit and develop a strong transportation design team.
  • Increase the practice’s backlog, revenue, technical capabilities, and market share.
  • Build a sustainable consulting operation positioned for continued long-term growth.
