Transportation Construction Manager

Our Pittsburgh Construction Management Team seeks Resident Engineers/Construction Managers for existing PennDOT and upcoming Pa Turnpike assignments.

Essential Functions and Responsibilities

1. Coordinate and supervise project inspection activities to ensure contractor compliance with plans, contract documents, specifications, and standards.
2. Assign, schedule, and oversee inspection staff throughout all project phases.
3. Maintain all relevant project documentation, ensuring accuracy and compliance with environmental, safety, EEO, and DBE requirements.
4. Prepare and review inspection reports, work authorizations, and estimates.
5. Notify contractors of non-compliance and recommend corrective actions.
6. Review and analyze contractor schedules.
7. Monitor project progress, advising on overruns and critical issues.
8. Analyze field tests.
9. Participate in pre-bid, pre-construction, and management meetings; assist with change orders and claims; update clients on progress and issues.
10. Engage with the public, government agencies, contractors, and other stakeholders to address inquiries.
11. Draft correspondence, facilitate meetings, and resolve field issues on behalf of the client.

Nonessential Functions

Required Skills

• Client-requested certifications.
• Strong computer proficiency.
• Valid driver's license and reliable vehicle; must pass JMT's Motor Vehicle screening.

Required Experience

• High school diploma or equivalent.
• At least 8 years of roadway construction inspection experience.
• Knowledge of roadway construction techniques, plans, procedures, and materials.
• Supervisory experience in construction management/inspection.
• Ability to serve as an Owner's Agent/Responsible in Charge.

Preferred Experience

• Experience with local clients.
• Associate's or bachelor's degree in Construction Management or Civil Engineering.

Working Conditions

Work is field-based, involving physical activities such as bending, kneeling, standing, shoveling, and lifting objects up to 25 lbs. Conditions may include heat, cold, wet, humid, or dry environments.
