Job summary

Commonwealth of Pennsylvania is seeking a Transportation Construction Inspector to support the quality of materials used in major transportation projects within the District 1 Materials Unit. The role focuses on inspecting asphalt plants, concrete facilities, and aggregate quarries to ensure safe, accurate, and compliant production.

Responsibilities include material testing, documentation, data entry, and field support across multiple locations.

Qualifications

  • One year as an Engineering Technician or two years as a Transportation Technician or Construction Cost Technician, or three years in highway/bridge survey, design, construction, or inspection work.
  • Three years in quality control of materials or related construction experience with reading blueprints/plans/schematics.
  • One year of construction inspection experience with an associated degree or equivalent.
  • Equivalent combination of experience and training.

  • Check shipments, weigh slips, and plant documentation for specifications compliance.
  • Record sampling and testing information accurately and report issues promptly.
  • Review testing methods for extraction, gradation, air content, slump, and unit weights.

  • Assist with material reviews, core drilling, and onsite inspections across locations.

Join the Department of Transportation, District 1 Materials Unit as a Transportation Construction Inspector and help support the quality of materials used in major transportation projects. This position focuses on inspecting and verifying the quality of materials used in transportation construction projects. The work supports safe, accurate, and compliant production at asphalt plants, concrete facilities, and aggregate quarries. As a Transportation Construction Inspector, you will perform the following duties:

  • Material Testing: Observe and review testing procedures at asphalt, concrete, and aggregate plants to confirm compliance with required standards
  • Quality Verification: Check shipments, weigh slips, and plant documentation to confirm that materials meet specifications
  • Sampling Documentation: Record sampling and testing information accurately and report any issues to supervisors promptly
  • Standards Compliance: Review testing methods for procedures such as extraction, gradation, air content, slump testing, and unit weights
  • Data Entry: Enter inspection and testing information into electronic systems such as eCAMMS and related applications
  • Field Support: Assist with material reviews, core drilling activities, and onsite inspections across various locations

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework:You may have the opportunity to work from home (telework) part-time, Seasonal Adhoc up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Oil City. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

QUALIFICATIONS
Minimum Experience and Training Requirements:
  • One year as an Engineering Technician (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years as a Transportation Technician or Construction Cost Technician 1 (Commonwealth job titles or equivalent Federal Government job titles, as determined by the Office of Administration); or
  • Three years of experience in highway or bridge surveying, design, construction, or inspection work; or
  • Three years of experience in quality control of materials or building or construction industry experience, which includes reading and interpreting blueprints, plans, or schematics; or
  • One year of construction inspection experience, and an associate’s degree in civil engineering, mechanical engineering, geotechnical engineering, surveying engineering technology, or a closely related engineering technology; or
  • An equivalent combination of experience and training.
Special Requirement:
  • This position requires possession of an active non-commercial Pennsylvania Class C Driver’s License or equivalent.
