Job summary

Superior Environmental Solutions, Inc. is seeking a Transportation Compliance Manager in West Chester, OH to lead the DOT and PHMSA compliance programs. You will manage two specialists, coordinate with field leadership, and drive the company’s transportation compliance strategy across locations.

The role requires 3+ years in transportation compliance, strong leadership, and travel readiness with a focus on regulatory adherence and safety excellence.

Qualifications

  • 3+ years of relevant transportation compliance experience, including PHMSA exposure.
  • Prior people-management experience (2 direct reports).
  • Working knowledge of driver qualification files, CDL/medical qualifications, MVR monitoring, the FMCSA Clearinghouse, drug and alcohol testing (DOT Part 40), hours of service, ELD auditing, CSA/SMS scoring, DataQs, and vehicle maintenance/registration compliance.
  • Demonstrated experience engaging and influencing field/branch leadership.
  • Strong root cause analysis and corrective action planning skills.
  • Excellent written and verbal communication skills.
  • Ability to travel approximately 50%, including field visits and overnight travel.
  • Based at or able to work from the West Chester, OH corporate office.

Responsibilities

  • DOT Compliance Oversight: Manage and provide direction to the two Transportation Compliance Specialists handling day-to-day DOT administration.
  • Own regulatory compliance across driver qualification files, CDL and medical qualifications, MVR monitoring, the FMCSA Clearinghouse, drug and alcohol testing, hours of service, ELD auditing, CSA performance, DataQs, vehicle maintenance records, registrations, permits, and accident reporting.
  • Partner directly with Branch, Region, and Division leadership to assess DOT compliance maturity and close gaps.
  • Develop and maintain SES’s transportation compliance strategic plan, aligned with FMCSA/DOT requirements and company growth.
  • Lead root cause analysis (FRCS methodology) for Significant DOT violations; less severe violations remain within the Specialist team’s standard process.
  • Build and deliver DOT compliance training for field leadership and drivers.
  • Hazardous Materials (PHMSA) Compliance: Own PHMSA registration and renewal.
  • Oversee shipping papers, placarding, and hazmat training compliance.
  • Maintain required security plans and lead hazmat incident reporting.
  • Field Compliance & Corrective Action Verification: Conduct compliance reviews at SES locations, primarily within ~2 hours of Corporate, with periodic overnight travel to more distant locations.
  • Verify that corrective actions identified in reviews, audits, and incident investigations are completed and effective, not just closed.
  • Exercise authority to stop or restrict a driver, vehicle, or transportation activity when a significant compliance or safety concern is identified, and require corrective action prior to resuming operation.
  • Mergers & Acquisitions Integration: Lead integration of acquired companies’ drivers, vehicles, and transportation programs into SES compliance standards and systems.
  • Reporting & Metrics: Report on preventable crashes, roadside inspections, out-of-service performance, HOS exceptions, driver file completeness, drug/alcohol testing compliance, maintenance exceptions, training completion, and corrective action aging.
  • Monitor CSA scores and DOT audit readiness across all locations; report trends and findings to the SVP, HSE.
  • Serve as SES’s primary point of contact during DOT and PHMSA compliance reviews and audits.
  • Stay current on FMCSA and PHMSA regulatory changes and translate them into company policy.
  • Collaborate with HSE, Operations, and HR on driver safety programs, corrective actions, and hiring qualification standards.

Position Summary

As the Transportation Compliance Manager, you will lead the strategic direction of SES’s DOT and PHMSA compliance programs, reporting to the SVP of HSE. You will manage the two Transportation Compliance Specialists who handle daily compliance administration, while personally engaging field and regional leadership, conducting on-site compliance reviews, verifying corrective actions, and building the company’s long-term transportation compliance strategy. This is a leadership- and field-facing role with the authority to stop or restrict a driver, vehicle, or transportation activity when a significant compliance or safety concern is identified, and to require corrective action prior to resuming operation.

Essential duties and responsibilities

DOT Compliance Oversight

  • Manage and provide direction to the two Transportation Compliance Specialists handling day-to-day DOT administration.

Success Measures
First 90 Days
  • Validate high-risk controls (drug and alcohol, HOS, driver qualification files, hazmat).
  • Begin a thorough review and corrective action plan based on the recent mock DOT audit.
First 6 Months
  • Complete a companywide baseline compliance assessment.
  • Establish a recurring field audit cadence.
  • Substantially complete the corrective action plan arising from the mock DOT audit.
First 12 Months
  • Deliver a 3-year transportation compliance strategy to the SVP, HSE.
  • Field audit cadence fully operational across all locations, with verified-effective corrective actions.
  • PHMSA/hazmat compliance program fully implemented.
  • Smooth transition of Specialist team management with no disruption to daily compliance operations.
