• NOTE: For state employees this experience is interpreted at the level of a Transportation Supervising Planner.

The State of Connecticut, Department of Transportation (DOT), is recruiting for Transportation Assistant Planning Directors within the Bureau of Planning, Office of Environmental Planning and Office of Program Development and Forecasting. The positions are located at our headquarters located in Newington Connecticut. The positions offer the opportunity to shape statewide transportation planning in Connecticut during an unprecedented time of investment in infrastructure. Position Details:

This position is full time, 40 hours per week and will report to a Transportation Planning Director. This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. The Policy can be found here. Employees in their initial working test period must work on site in the office.

The Role:

The specific positions will oversee the Office of Program Development and Forecasting or the Office of Environmental Planning. The Offices are responsible for leading teams that guide projects and programs through numerous federal and State laws, regulations and requirements, ensuring compliance, proper implementation and documentation.

The Office of Program Development and Forecasting is comprised of Travel Demand and Air Quality, Sustainability and Resiliency, NEPA, and Cultural Resources. The Travel Demand and Air Quality Modeling Unit develops and maintains the statewide travel demand model, prepares demographic and socio-economic forecasts, and conducts project and regional level transportation air quality conformity for transportation projects across our state. The Sustainability & Resiliency Unit oversees three programs authorized by the Infrastructure Investment and Jobs Act (IIJA); the Carbon Reduction Program, the National Electric Vehicle Infrastructure (NEVI) Program, and the Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) Program. The NEPA Unit ensures projects are reviewed, assessed and documented in compliance with the National Environmental Policy Act (NEPA) and the corresponding Connecticut Environmental Policy Act (CEPA). The Cultural Resources Unit conducts archaeological and historical investigations for projects to identify their heritage and cultural significance under Section 106 and §4(f) guidelines.

The Office of Environmental Planning is comprised of Natural Resource Planning, Environmental Permitting and Environmental Resource Compliance. The Natural Resource Planning Unit performs early screening of CTDOT's projects for natural resource concerns, and coordinates projects with State and Federal resource agencies such as National Marine Fisheries Service (NMFS), United States Fish & Wildlife Service (USFWS), and CTDEEP Fisheries and Wildlife Divisions. Additionally, the unit performs wetland delineations and initiates wetland mitigation concepts. The Environmental Permitting Unit identifies permitting needs for Department projects and acquires permit approvals for projects that impact wetland and water resources. The unit prepares environmental permit applications for in-house design projects and oversees and reviews consultant prepared permit applications. The Environmental Resource Compliance Unit performs surveillance of construction activities to ensure compliance with environmental permits, oversees the CTDOT Noise Program and is responsible for the planning and mapping aspects of the CTDOT MS4 Permit.

The Assistant Transportation Planning Director is essential to aid the Transportation Planning Director in directing and coordinating the activities of the various units; assisting in building and maintaining relationships internally to the Department as well as with local, regional, state and federal agencies and stakeholders, and ensuring that all state and federal requirements are met on time and in a fiscally responsible manner. The selected candidate(s) therefore will be responsible for ensuring strong and effective communication and working relationships internally and externally.
