Introduction

The State of Connecticut, Department of Transportation (DOT) is now accepting applications for a Transportation Planner 2 position within the Planning and Data Analysis Unit in the Bureau of Public Transportation in Newington, CT.

The Planning and Data Analysis Unit is seeking candidates with experience in data analysis, technical planning, and stakeholder coordination. Ideal candidates will be skilled in interpreting and visualizing transit data, applying analytical methods to support planning decisions, managing complex datasets, and collaborating with internal and external partners to advance service planning.

POSITION HIGHLIGHTS
  • Full-time (40 hours per week)
  • First shift
  • Location: Newington, CT
  • P-4 (Engineering, Scientific and Technical) bargaining unit
  • This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. The Policy can be found here. Employees in their initial working test period must work on site in the office
THE ROLE

The Planning and Data Analysis Unit provides essential analytical and planning support to the Bureau’s transit programs and operations. The Unit’s work ensures that transit services are effectively planned, performance is monitored, and investments are strategically targeted to meet statewide mobility needs.

The Unit is responsible for:

  • Transit planning and service analysis
  • Developing and maintaining mapping and geospatial resources
  • Coordinating data collection activities
  • Producing accurate, timely reports to guide decision making
  • Preparing required submissions to the Federal Transit Administration’s National Transit Database (NTD)
  • Conducting systemwide and corridor level transit studies such as the Statewide Bus Study
  • Developing statewide programs including the Bus Stop Enhancement Program

The Transportation Planner 2 position:

  • Leads development of transit plans and studies, including direction and oversight of consultant work
  • Coordinates with CTtransit branded service providers and independent transit districts on planning initiatives, performance reporting, program development, and compliance with federal and state requirements
  • Supports development of service plans, route evaluations, and operational improvements in coordination with internal and external partners
  • Synthesizes data from multiple sources, integrating datasets to enable extraction, validation, analysis, and visualization
  • Prepares National Transit Database submissions and other routine performance reports, conducting data analysis and developing visualizations to draw conclusions and provide actionable insights
  • Produces technical analyses and written reports to meet federal and state reporting requirements and support internal decision‑making
  • Develops and delivers presentations, facilitates meetings, and participates in public hearings and other stakeholder meetings
  • Performs related duties as required
