Transmission Construction Planning Specialist

Location: Remote (Texas-based)

Employment Type: Full-Time, W2 (Non-Exempt / Hourly)

Travel: Approximately 20% within North and West Texas

Role Overview

The Transmission Construction Planning Specialist supports early-stage planning and constructability efforts for high‑voltage transmission line and substation projects. This role bridges engineering, construction, outages, and right‑of‑way teams by providing construction-focused input well in advance of field execution.

The position focuses on feasibility analysis, preliminary construction and outage sequencing, and cross‑functional coordination to ensure projects are safely deliverable within schedule, system, and site constraints. This role is ideal for experienced transmission professionals with strong front‑end planning and problem‑solving skills.

Key Responsibilities

  • Evaluate constructability of planned transmission line and substation projects considering:
    • Physical site and right‑of‑way constraints
    • Project schedules and in‑service dates
    • Outage limitations and system restrictions
    • Temporary bypass requirements
  • Develop preliminary construction sequence documentation, including:
    • Project overviews and site layouts
    • Step‑by‑step construction and switching (one‑line) sequences
    • Identification of construction risks and challenges
  • Submit early outage requests for approved future transmission and substation projects
  • Conduct early field visits to assess access needs, constructability issues, and temporary easement requirements
  • Develop construction access plans (gates, entrances, culverts, matting, off‑ROW access, etc.)
  • Collaborate with Engineering, Construction, Right‑of‑Way, Planning, and external stakeholders during early design phases
  • Analyze groups of projects to assess seasonal feasibility and execution constraints
  • Participate in virtual and on‑site project meetings, kickoffs, and design reviews

Required Qualifications

  • Experience in transmission line and/or substation construction or engineering
  • Strong understanding of construction sequencing, outages, and system operations
  • Ability to interpret engineering drawings and one‑line schematics
  • Proven cross‑functional collaboration skills
  • Willingness to travel within Texas (~20%)

Preferred Qualifications

  • 10+ years of transmission line and/or substation experience
  • Bachelor’s degree in Engineering, Construction Management, or a related field
  • Experience with:
    • Outage request submissions
    • Temporary bypass planning
    • Switchgear sequencing
    • Large‑scale transmission and substation programs
  • Remote, full‑time W2 position (non‑exempt)
  • 40 hours per week guaranteed
  • Overtime available with prior approval
  • Competitive hourly pay based on experience
