  • Coordinates monthly groups and weekly Staff Treatment Team meetings.

GENERAL FUNCTION: Responsible for the day-to-day management and successful operations of the Transitional Housing Program, including program implementation, participant services, staff supervision, housing, and compliance. Works under the direction of the Director, who retains overall ownership and strategic oversight of the program. May serve as the Transitional Housing Placement Program-Nonminor Dependent (THPP-NMD) Administrator who is authorized and delegated by the Board of Directors to represent the facility.MAJOR JOB SEGMENTS:ProgramOversees housing services for participants, in coordination with the Housing Operations Manager.Oversees and may assist with program referrals and intakes within contract requirements and organization policy and procedures.Prepares and ensures timely submission of assigned monthly and quarterly reports to the County of San Diego and other contracted county transitional housing programs.Prepares and completes HMIS and federal reporting and data tracking for transitional housing programs.Oversees relationships with apartment complex property manager and monitors interface with maintenance staff and apartment management staff in coordination with the Housing Operations Manager.Responsible for the distribution and collection of Participant Surveys.Responsible for monthly participant calendar.Oversees and implements aftercare functions of transitional housing programs.Provides training to program staff as assigned.Supports crisis intervention, incident reporting and participant and staff advocacy.Provides support conducting roommate mediation meetings with staff and attends Child, Family, and Team Meetings.Ensure case management and incident reporting documentation standards are adhered to by program staff.Assists with compliance tracking and auditing.Links with outside educational, financial support, health, mental health and employment resources.Assists with outreach and relationship building with referral partners and community resources.Responsible for coordinating and facilitating monthly groups and activities for participants.Responsible for coordinating and facilitating weekly Staff Treatment Team meeting.Provide transportation and assists in covering caseloads during staff vacation/time off when appropriate.Shares on-call responsibilities with Advocates.Fiscal ManagementMonitors program expenditures and assists the Director with budget management.Ensures program purchases and expenditures comply with agency policies.Maintains inventory, petty cash and supply controls as assigned.Provides operational data and reports to support contract and budget oversight.Personnel/OtherDirectly supervises Advocates, Housing Coordinators, interns and assigned program staff.Provides coaching, training, scheduling, performance feedback and support to staff, volunteers, and interns.Assists the Director with recruitment, onboarding and team development.Ensures the team is compliant with policies, procedures and documentation requirements.Collaborates with the Director regarding program performance, quality improvement and strategic initiatives.Participates in program evaluation, contract monitoring and continuous quality improvement activities.Attends supervision, management and agency meetings as assigned.Implements policies, goals and procedures established by agency leadership.Serving as THPP-NMD AdministratorResponsible for the operation of the THPP-NMD.Present or readily available in the THPP-NMD during regular business hours.Knowledge of the THPP-NMD operations.Training in programs provided by the THPP-NMD.Authority to correct deficiencies that constitute immediate threats to the health and safety of youth in the THPP-NMD.Responsible for appointing and dismissing staff.Organize and administer a program of staff development for all staff.QUALIFICATIONS:Must be associated with Casa de Amparo through Community Care Licensing (CCL), which typically includes clearance by FBI, DOJ and CACI.Graduate of an accredited university with a Masters Degree in behavioral science, social work, psychology, human services or related field.Clinical license preferred (LCSW, LMFT, LPCC, PsyD).Minimum of 5 years’ experience working with transition age youth who are 16 to 25 years of age.Minimum of 2 years of supervisory and/or program coordination experience preferred.Strong understanding of trauma-informed care, independent living skills, and youth development.Experience with government-funded programs and contract compliance preferred.Strong interpersonal, organizational, time-management, written and verbal communication skills.Proficient in Microsoft Office and electronic case management systems.Ability to work a flexible schedule and provide after-hours support as needed.Ability to comply with all employment requirements including, but not limited to CPR/Pediatric 1st Aid, physical, TB and drug screen clearance, clear DMV record and approval from insurance carrier to drive agency vehicles.Ability to comply with a flexible schedule and provide after-hours support to employees and clients.
