Qualifications

• High school diploma or equivalent is required; four years of admin or professional work experience.
• One year of instruction, career counseling, case management, or reentry services in justice settings.
• One year of developing and tracking individualized transition plans for students with disabilities.
• One year of administering career assessments and helping with resumes, cover letters, job applications, and employment portfolios.
• Knowledge of workforce and reentry resources (Maryland Workforce Exchange, American Job Centers).
• Preferred: Bachelor's degree in education, counseling, social work, or related field.

The Transition Specialist (Administrator I) develops comprehensive transition and reentry plans for incarcerated individuals under 22 at the Maryland Correctional Training Center in Hagerstown. This role involves career counseling, delivering transition curriculum focused on problem-solving and critical thinking, coordinating with employers and educational institutions, and preparing students for successful reentry into the community. The specialist works within the Division of Workforce Development and Adult Learning to bridge the gap between incarceration and workforce integration.

Key qualifications:

• High school diploma or equivalency; four years of administrative or professional work experience (or substitutable by college credits, bachelor's degree, or military service)
• One year of experience providing instruction, career counseling, case management, or reentry services to justice-involved individuals in correctional or community settings
• One year of experience developing and tracking individualized transition plans for students with disabilities, including participation in IEP meetings
• One year of experience administering career assessments and assisting with resumes, cover letters, job applications, and employment portfolios
• Knowledge of workforce and reentry resources including Maryland Workforce Exchange, American Job Centers, and postsecondary admissions processes
• Preferred: Bachelor's degree in education, counseling, social work, human services, criminal justice, or related field
