Job summary

  • Experience with federal, state and/or local requirements regarding Small Business Enterprise (SBE), Title VI and EEO is preferred.
  • Bachelor's degree from an accredited college or university with major course work in business or public administration, planning, marketing or related field.

Responsibilities

  • Maintain sub-recipient oversight of plans and programs; conduct audits and onsite inspections; ensure awards/contracts route for compliance.
  • Coordinate with Purchasing to monitor contracts and payments; investigate complaints; report violations and recommend actions.
  • Analyze progress toward goals; advise Transit, City Manager and City Council on compliance matters.
  • Develop and maintain contract award database; prepare charts and reports; meet reporting requirements.
  • Participate in pre-bid meetings; determine contractor compliance; provide outreach to vendors and community organizations.
  • Provide guidance to staff to ensure nondiscrimination and participation of all people in Transit programs.
  • Review, record and process Transit-related complaints; assist in resolving deficiencies.
  • Coordinate with Human Relations EE0 Officer for compliance, reporting and updates to EEO program.
  • Develop and present Equal Employment Opportunity training programs.
  • Compile and analyze data on hiring, separations and promotions; participate in recruitment; prepare departmental reports.
  • Prepare monthly operating statistical reports; maintain records and files.
  • Provide information to executive staff and public regarding Transit policies.
  • Respond to inquiries in a courteous and timely manner.

Description

The City of Fayetteville is currently recruiting for a Transit Compliance Manager to perform a variety of professional duties in support of the Transit Department, including Title VI program coordinator, to ensure nondiscrimination in FAST programs, activities and services; provide information and assistance to employees, contractors, and the general public on policies and procedures in program areas. Perform educational outreach within the community, Transit marketing and advertising, and other related duties.

Essential Duties & Responsibilities
  • Maintain current plans and programs to ensure compliance with federal, state and local requirements, to include mandatory updates.
  • Maintain sub-recipient oversight of plans and programs to ensure compliance with federal, state and local requirements; Conduct periodic audits of sub-recipient files, onsite inspections and compliance reviews; ensure sub-recipient awards/contracts are routed through the City’s process to ensure compliance.
  • Coordinate with the City's Purchasing Division to monitor contracts and payments to ensure federal, state and local compliance; investigate and respond to Transit related complaints; report violations and make recommendations for corrective action.
  • Analyze the City’s progress toward goal attainment and advise Transit, the City Manager and City Council on compliance matters.
  • Develop and maintain contract award database; prepare charts and reports summarizing statistics; meet federal, state, local and departmental reporting requirements.
  • Participate in pre-bid meetings, determine contractor compliance and good faith efforts, provide outreach and assistance to vendors, and community organizations to advise of contracting opportunities.
  • Provide guidance to staff to ensure nondiscrimination and participation of all people in Transit programs, activities and services in accordance with federal, state and local regulations.
  • Review, record and process all Transit-related complaints and assist in resolving deficiencies.
  • Conduct periodic reviews of Transit programs and activities and assist staff with correction of problems, practices and policies.
  • Coordinate with the City’s Human Relations Department (designated Equal Employment Opportunity Officer) for compliance, reporting and updates to the EEO program.
  • Develop and present departmental Equal Employment Opportunity training programs including sessions on lawful selection procedures, prohibited conduct, Americans with Disabilities Act, and new hire orientations; research and evaluate training options and materials; interpret departmental policies and procedures.
  • Compile and analyze data on hiring, separations and promotions; participate in recruitment activities; maintain computer reports for employee tracking activities; prepare departmental reports as needed.
  • Compile and prepare monthly operating statistical reports for federal and state authorities; compose, prepare, review and distribute a variety of correspondence, reports and documentation; maintain and update various records and files.
  • Provide information and general assistance to executive staff, other departments, and the public regarding Transit-related policies and procedures.
  • Respond to public inquiries in a courteous manner; provide information within the area of assignment in an efficient and timely manner.
Minimum Qualifications

Experience

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Four years increasingly responsible experience in public administration, business administration, transportation administration, planning or a related field. Experience with federal, state and/or local requirements regarding Small Business Enterprise (SBE), Title VI and EEO is preferred.

Training

Equivalent to a Bachelor's degree from an accredited college or university with major course work in business or public administration, planning, marketing or a related field.

The process will consist of a panel interview, written test and skills testing including, but not limited to, Intermediate Excel, Intermediate Word, Keyboarding, Proofreading, Sentence Clarity and Spelling, with the selected candidate being subject to a pre-employment drug screen, background check and driving history check.

Health And Dental Insurance

The City of Fayetteville Employee Healthcare Benefit Plan provides comprehensive and affordable health and dental coverage while maintaining reasonable costs to employees. Coverage is available for all regular status employees scheduled to work 30 hours or more per week. Employees may also choose to cover eligible dependents. The premium is deducted on a pre-tax basis, with the City paying a portion of the premium. Qualifying employees are eligible for benefits on the 1st day of the month following 30 days of service.

Vacation Leave

Regular employees begin accruing vacation leave the first day of employment. Accruals are based on years of service and the number of hours an employee is scheduled to work.

Sick Leave

Regular employees begin accruing sick leave the first day of employment. Accruals are based on the number of hours scheduled to work; regular full-time employees accrue eight (8) hours per month. Sick leave hours accumulate without limits and may be used toward creditable service upon retirement from the NC Local Governmental Retirement System.

Holidays

The City of Fayetteville observes 12 paid holidays per calendar year. When Christmas day is on a Wednesday, an additional holiday is provided making for 13 paid holidays.

Bereavement

Regular employees are eligible for bereavement leave. The City will authorize 24 hours per calendar year to mourn or attend a funeral or memorial service of a family member.

Retirement

The City of Fayetteville assists employees in securing their financial future during retirement by participating in the NC Local Governmental Employees’ Retirement System, administered by the State of North Carolina. Regular employees scheduled to work 20 hours or more per week become members in the retirement system upon employment. As a member of this system, employees are required to contribute 6% of their gross salary on a tax-deferred basis.

Deferred Compensation Plans

To further assist employees in saving for retirement, the City offers two supplemental retirement savings programs. These programs enable regular full-time, and part-time employees working at least 20 hours per week, an opportunity to save a portion of their salary on a tax-deferred basis to supplement their retirement benefits. These programs are the NC 401(k) plan and NC 457 plan; both administered by Empower. The City currently contributes 4% of base salary to an eligible employee’s NC 401(k) account.

Death Benefit

The first year an employee contributes to the retirement system, the City provides a death benefit of $3,000 once the employee is benefits eligible. After one year as a contributing member of the Retirement System, a death benefit is provided by the NC Retirement System that is equal to the highest 12 months’ salary in a row during the 24 months before death, no less than $25,000 and no more than $50,000. There is no cost to the employee for this benefit.

Pay Periods / Deduction For Benefits / Direct Deposit

City employees are paid bi-weekly (every other Friday). Benefit deductions are taken for 24 pay periods of the year. As an added convenience and safety measure, the City requires all new employees to sign up for direct deposit.
