Job summary

Metropolitan Transportation Authority (MTA) seeks a Transit Adjudication Bureau Hearing Officer to conduct on-site administrative hearings related to Notices of Violation under MTA Rules of Conduct. You will review testimony and evidence, apply laws and policies, and issue timely decisions.

Requires a Juris Doctor, New York admission, and prior experience adjudicating administrative hearings. This is an on-site position at 177 Livingston Street, Brooklyn, with four days per month and no telework.

Qualifications

• Admission to practice law in the State of New York for at least three (3) years.
• Experience adjudicating administrative hearing cases.

• Compensation: $58.85/hour

POSITION SUMMARY

This position is not eligible for teleworking. The selected candidate is required to work on site and must report to their assigned work location.

The Transit Adjudication Bureau (TAB) Senior Hearing Officer conducts fair, impartial, and timely administrative hearings related to Notices of Violation issued under MTA Rules of Conduct. The Hearing Officer evaluates evidence, applies applicable rules and procedures, and issues decisions and orders in accordance with applicable statutes, rules, policies, and procedures.

RESPONSIBILITIES

This position is not eligible for teleworking and requires on-site attendance.

• Must work a minimum of four (4) days per month, or as otherwise required by operational needs.
• Conduct fair and impartial administrative hearings.
• Review testimony, evidence, and case records.
• Apply the applicable MTA Rules of Conduct and all applicable laws, rules, policies, and procedures.
• Issue timely written decisions and orders.
• Ensure due process and procedural fairness.
• Participate on appeal boards, as assigned.
• Complete duties outlined in TAB Operations Manuals.

EDUCATION AND EXPERIENCE

• Juris Doctor (J.D.) degree from an accredited law school.
• Admission to practice law in the State of New York for at least three (3) years.
• Experience adjudicating administrative hearing cases.

DESIRED SKILLS

• Demonstrated ability to manage a high-volume caseload in a fast-paced environment.

• Public sector legal experience, particularly within New York City or New York State government.

SELECTION METHOD

Based on evaluation of education, skills, experience, interview, and written assessment.

All selected candidates will be subject to a full background investigation that includes employment and education. Discrepancies may lead to dismissal.

OTHER INFORMATION

Subject to statutory appointment by the NYCT President.

Travel may be required to other MTA locations or other external sites.

Final salary is determined by experience, skill set, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
