Job summary

Olgcstx is seeking a Training Manager to oversee the strategy, development, implementation, and evaluation of all employee training programs. You will ensure regulatory compliance and align initiatives with the agency’s mission while leading the Training Coordinator and Training Specialist.

You will partner with organizational leadership to deliver a trauma‑informed, high‑quality training program that supports employee development and program effectiveness, with a focus on regulatory adherence

Qualifications

  • Bachelor's degree required in education, social services, human resources or related field.
  • Minimum of 5 years’ experience conducting training.
  • Minimum of 3 years’ experience in a supervisory or leadership role.
  • Minimum of 5 years’ experience in creating training curriculum and/or presentations.

Summary

The Training Manager is responsible for the strategic oversight, development, implementation, and evaluation of all employee training programs across the organization. This position ensures compliance with all regulatory, contractual, and organizational training requirements while aligning training initiatives with the mission, vision, and goals of the agency.

The Training Manager provides leadership, direction, and supervision to the Training Coordinator and Training Specialist and partners with organizational leadership to ensure a high-quality, trauma‑informed training program that supports employee development and program effectiveness.

Position Responsibilities
  • Provides direct supervision, coaching, and performance management to the Training Coordinator and Training Specialist.
  • Oversees all elements of the training function, ensuring effective planning, coordination, delivery, and evaluation of training initiatives.
  • Oversees development and implementation of trauma‑informed care certifications and practices across the agency to enhance service delivery.
  • Ensures all training programs meet licensing requirements, accreditation standards, and other applicable regulatory requirements.
  • Develops and implements learning initiatives that enhance employee knowledge, skills, performance, and productivity.
  • Aligns training and development programs with organizational goals, strategic priorities, and workforce needs.
  • Oversees employee certifications, training records, and required documentation to ensure accurate collection, compliance, and archiving.
  • Monitors training participation and completion to maintain compliance with mandatory training requirements.
  • Evaluates the effectiveness of training programs through performance metrics, data analysis, participant feedback, and continuous improvement efforts.
  • Identifies opportunities to strengthen training outcomes and recommend enhancements to support employee growth and organizational effectiveness.
  • Directly oversees implementation of EQ2, Sanctuary Model Fidelity and a pathway to Certification.
  • Drives the certification to become a trauma‑informed community in partnership with South Texas Trauma Informed Care Consortium.
  • Develops and implements a comprehensive training strategy aligned with organizational goals and compliance requirements.
  • Ensures all required trainings (including new hire orientation, ongoing staff development, CPR/First Aid, SAMA, and regulatory trainings) are delivered effectively and consistently.
  • Monitors compliance with federal, state, licensing, and contract training requirements; ensures accurate training records and reporting systems are maintained.
  • Leads the design, review, revision, and continuous improvement of training curricula to ensure relevance, quality, and effectiveness.
  • Collaborates with program leadership to assess training needs and ensure alignment with program requirements and best practices.
  • Oversees training schedules, logistics, event planning, and resource allocation to ensure efficient operations.
  • Ensures proper systems are in place for tracking certifications, training completion, and due dates for all staff.
  • Supports organizational audits and ensures training documentation is accurate, complete, and audit‑ready.
  • Develops and maintains relationships with internal and external training partners, presenters, and stakeholders.
  • Provides leadership in trauma‑informed training approaches and ensures integration across all training initiatives.
  • Collaborates with Human Resources on matters concerning recruitment, hiring/verification, training and supervision.
  • Ensures adequate staffing, scheduling, and coverage for all training events and activities.
  • Oversees inventory, procurement, and maintenance of training materials, supplies, and equipment.
  • Provides excellent customer service to internal stakeholders, addressing training needs and inquiries promptly and professionally.
  • Adheres to all safety protocols and ensures a safe training environment.
  • Maintains confidentiality of all organizational, employee, and client information.
  • Demonstrates cultural sensitivity to the service population’s characteristics and needs.
  • Adheres to the Code of Conduct and Faith and Moral Policy.

Minimum Qualifications
  • Education
    • Bachelor’s degree required. Preferably in education, social services, human resources or related field.
  • Experience
    • Minimum of 5 years’ experience conducting training.
    • Minimum of 3 years’ experience in a supervisory or leadership role.
    • Minimum of 5 years’ experience in creating training curriculum and/or presentations.
    • 2 years’ experience working in Relias or similar LMS, preferred.
  • License and Credentials
    • Reliable transportation
    • Valid driver license
    • Valid vehicle insurance
    • Trauma‑informed certification preferred
    • SAMA & CPR/First Aid Facilitator Certifications strongly preferred

Travel Requirements

Travel requirements for the position includes approximately 90‑95% local travel and occasional (5%) overnight travel.
