The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

The Office of Training and Workforce Development consists of three units: Office of Training Operations (OTO), Office of Workforce Development (OWD) and the Logistical Support Office (LSO). OTO supports program specific training including new hires, systems training, monthly mandated training, and special projects. OWD serves as the agency professional and organizational development resource offering trainings including the professional development training academy, agency new hire orientation, mentoring and coaching. LSO provides operational support in the areas of general office management, procurement of supplies and training equipment.

Under the direction of the Senior Director, with latitude for independent judgment, the Director of Training is responsible for performing difficult and professional work administering, directing, and monitoring the eligibility training and staff development activities. The Training Director plans, supervise, and evaluate the activities of the supervisory staff who prepare and conduct the studies and analysis of the training objectives of DSS/HRA/DHS employees, to assess any performance deficiencies which can be modified with the appropriate training resources, develops curriculum and training aids for employees based on their determined needs.

The Office Of Policy, Procedures, And Training (OPPT) Is Seeking An Administrative Staff Analyst NMI To Function As Training Director Who Will

  • Manage the activities of trainers who actively address individual DHS/HRA/DSS training needs and responsible for the delivery of the monthly Training in addition to bringing knowledge of all new Agency initiatives, policy and procedural change, and programmatic change to staff.
  • Conduct audit, monitor, and evaluates training and implementation activities to ensure quality and positive outcome of training and implementation. Catalogue and identifies action plans for improvement in training and implementation.
  • Assign schedule and manage the assignments and schedules around release training tasks on site. Oversee operational tasks such as determining space need, equipment, training locations and training materials.
  • Collaborate with Program Managers to evaluate training need and coordinate release of training activities
  • Organize work process of staff to achieve the desired outcome of Family Independence Administration training system implementation and the introduction of new policies, procedure, and work process. Prepare memos and reports on training implementation activities and status for the Senior Director of the Office of Training and Workforce Development
  • Serve as liaison between the Training unit and Program Managers. Maintain expertise in problem Resolution, Conflict Resolution, Training Methodologies, and Regulations of public benefit programs.

ADMINISTRATIVE STAFF ANALYST ( - 1002A

Minimum Qualifications

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
