The Health Care Authority (HCA) is seeking a Training Bureau Financial Analysis Specialist to provide training and technical assistance on contract processes, RFPs, and purchase orders. The role includes preparing packets for Contracts Review, processing requests in Bonfire/EUNA, and ensuring compliance with state procurement rules.

Qualifications

  • Bachelor's degree in finance, accounting, economics, or business administration and four (4) years of directly related experience in budgeting, accounting, and/or auditing.
  • Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.
  • For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.

Responsibilities

  • Providing Contract Training and guidance to agency divisions.
  • Completing packet submissions to New Mexico State Purchasing Division/Contracts Review Bureau.
  • Daily processing of Contract requests utilizing Bonfire/EUNA.
  • Understanding of New Mexico State Procurement Code and DFA Manual of Modeling Accounting Practices (MAP).
  • Providing assistance to RFP process.
  • Meeting strict internal and external deadlines.

The Training Bureau Financial Analysis Specialist will:

  • Provide training and technical assistance to Health Care Authority (HCA);
  • Assist in developing scopes of work ;
  • Train divisions on contract processes;
  • Train divisions how to enter contract requests into Bonfire;
  • Train division on Requests for Proposals (RFP) process;
  • Convert Purchase Orders to ensure compliance with the Department of Finance and Administration's (DFA) Manual of Accounting and process change orders in SHARE;
  • Audit requisitions submitted by field staff for adequate descriptions, attachments, procurement methods, and accounting code in SHARE.

The Training Bureau Financial Analysis Specialist is responsible for:

  • Providing Contract Training and guidance to agency divisions;

Ideal Candidate

The Ideal Candidate has:

  • Ability to navigate SHARE contracts module;
  • State experience preparing and processing contracts and other agreements;
  • ITP and RFP processing experience;
  • Experience delivering training in both classroom and one-on-one settings, with the ability to effectively engage and support diverse learners.

Employment Requirements

Must possess and maintain a valid Driver's License.
Must obtain and maintain a Defensive Driving certification.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.

Bargaining Unit Position

This position is covered by a collective bargaining agreement and all terms/conditions of that agreement apply and must be adhered to.
