Summary of Duties

The Office of Developmental Disabilities Services (ODDS) is responsible for the administration of programs that support people with intellectual and developmental disabilities to remain in their own home or community. This responsibility is carried out through the provision of such activities as program planning, policy development, resource development, consultation, technical assistance, and program monitoring and evaluation.

The ODDS Systems Development Unit develops, coordinates, and delivers a proactive training on new systems and software to ODDS staff, partners, providers, and other parties necessary for effective, person-centered, and equitable and culturally agile delivery of services that are compliant with Federal and State law and regulations, and Rules and Policies of ODDS.

As a Training and Technical Assistance Specialist, you will:

  • Develop and implement trainings around the new systems and software used by providers, provider agencies, case management entities, individuals, and family members.

  • Research and implement training technologies and adult learning methods.

  • Coordinate ODDS Training Activities within the Oregon Department of Human Services Training System.

  • Develop standards for the development and provision of training for the new systems and software within the I/DD program.

  • Develop trainings in compliance with training standards and procedures and that are consistent with program policy.

  • Create written materials, electronic materials, visuals necessary for trainings and conferences.

  • Work with support staff to arrange training venues.

  • Develop feedback documents for each training attendee to complete.

  • Evaluate training needs and modify trainings as necessary to adopt changing regulatory environments and working with ODDS units and subject matter experts to proactively identify training needs.

  • Coordinate with other work units to review and interpret federal and state program regulations policies and procedures affecting assigned programs and provide training to key community partners.

  • Evaluate program trainings’ effectiveness.

Minimum Qualifications

A valid driver’s license and acceptable driving record are required for this position.

Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment.

OR

Five years of work experience designing, planning, and implementing organizational development strategies.

Note: A bachelor's degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.

  • Experience designing, developing, and delivering adult learning and training using a variety of modes and methods of delivery.

  • Experience providing customer service to internal and external customers.

  • Experience using initiative and independent judgment in decision-making.

  • Experience working with service equity principles and practices.

  • Experience collecting and analyzing training related data, and training evaluation and satisfaction information, and using this information to make training related decisions.

  • Experience adjusting your verbal and written communication style to fit the needs, communication style, and learning style of the audience.

Preferred Attributes

These attributes are not required to apply and be considered for the position; they are a plus.

  • Lived or work experience with the delivery of community-based services to people with Intellectual and Developmental Disabilities or other vulnerable populations is a plus but not a requirement.

  • Experience training individuals through the maze of unfamiliar software, turning confusion into confidence and empowering them to excel.

Working Conditions
  • You will normally work remotely Monday through Friday, 8 hours per day.

  • You will need to travel within the state to perform in-person trainings to partners, providers, and other parties within their communities. The frequency of this travel will depend on who has requested in-person training and what part of the software is being trained.

  • There may be times that you need to work on weekends or during evening hours to meet the needs of the individuals we are training or to complete priority work.

  • There will be times that you need to come into the office in Salem to prepare for in-person trainings (printing documents, gathering resources, etc.).

  • You will coordinate with others to develop and design trainings.

  • You will also conduct/deliver trainings to various audiences in a variety of venues from virtual to in-person.

Background Checks and Requirements
  • The Oregon Department of Human Services does not offer visa sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States. ODHS will use E-Verify to confirm that you are authorized to work in the United States.
