Job summary

U.S. Northern Command in Colorado Springs is seeking an Exercise Planner and Workgroup Lead to plan and execute Tier 1 and Tier 2 Joint and Combined exercises to train NORAD and USNORTHCOM staff in homeland defense and civil support missions.

The role requires applying advanced analytical methods, managing multiple exercises, and knowledge of joint doctrine, national strategy, and crisis response processes to meet exercise objectives.

Qualifications

Responsibilities

Job description

Summary: The primary purpose of this position is to serves as Exercise Planner and/or Workgroup Lead for Homeland Defense (HD) and Defense Support of Civil Authorities (DSCA) exercises, responsible for planning and executing Tier 1 and Tier 2 Joint and Combined exercises to train NORAD and USNORTHCOM staff in their homeland defense and civil support missions.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: (1) skill in applying analytical and evaluative methods and techniques to complex issues concerning the efficiency and effectiveness of Joint Training Program; (2) extensive knowledge of current military law, joint doctrine, join plans, policies, and practices; (3) extensive knowledge of military all-domain (e.g., air, land, maritime, cyber, space) and multi-functional (SOF, Defensive Cyber Operations, etc.) concepts and principles; DOD military command and control operations, command and control of air, land maritime, cyber SOF and space forces, geographical areas of responsibility as it pertains to the Combatant Commands, air land maritime, cyber, SOF and space combat operations at both the operational and strategic levels of war and DSCA; (4) thorough knowledge of homeland defense and civil support activities, operations and exercises as used by DOD, the Joint Staff, other Combatant Commands, the Services, and Combat Support Agencies.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
