Job summary

Job description

This position is located in the Office of Patent Information Resources (OPIR), Automation Training Services Division (ATS). OPIR provides information resources and instructional and technical support to help patent employees use the systems, tools, and technology needed to perform their work. Support includes training development, classroom instruction, computer-based training, one‑on‑one assistance, patent automation systems, desktop tools, and telework and accommodation technology.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Training Instruction Series 1712. Applicants must meet A or B below to satisfy the basic occupational requirement for Training Instruction Series 1712, all grade levels.

  • A. Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
  • B. Experience that demonstrated practical knowledge of the subject area of the position and of the methods and techniques of instruction.

Examples of qualifying specialized experience include:

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject‑matter field of the position to be filled that required training or instructing others on a regular basis.

Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, you must possess one full year (52 weeks) of specialized experience equivalent to GS-13 in the Federal service: Specialized experience for this position includes:

  • Developing and implementing training strategies, policies, or procedures
  • AND Evaluating training program effectiveness using performance measures or quality assurance methods
  • AND Supporting program objectives by organizing work, coordinating assignments, and monitoring task completion across a team or workgroup
  • AND Managing projects by developing project plans, coordinating resources, monitoring progress, and implementing program initiatives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
