Job summary

McLean Contracting Company is seeking a Project Manager (DOT) to lead our Traffic Division in the Baltimore, MD area. You will have profit/loss responsibility and work with project superintendents, engineers and the Traffic Division Manager to ensure projects are completed safely, on time and on budget.

The role requires extensive knowledge in Department of Transportation and heavy civil construction, with duties spanning contract writing, budget control, scheduling, and safety planning.

Qualifications

  • Degree in Civil Engineering or Construction Management.
  • Five years of related experience in DOT/heavy civil construction.
  • Experience coordinating with owners, designers, and subcontractors.

Job description

McLean Contracting Company is looking for a Project Manager (DOT) to join our Traffic Division in the Baltimore, MD area.

Traffic Project Managers (DOT) have profit/loss and overall responsibility for each project they are assigned to, and work in tandem with Project Superintendents, Engineers, and the Traffic Division Manager to ensure projects are completed safely, on time and on budget. They act as the Company’s primary point of contact for contractual, commercial and technical coordination with the Owner, write and approve purchase orders and subcontracts, manage budgets, regularly update cost and revenue projections, and actively participate in means and methods, safety planning, scheduling and budgeting.

This position requires extensive knowledge in Department of Transportation and heavy/civil construction.

Essential duties and responsibilities include, but are not limited to, the following:

Actively manage project personnel and the layout, function, and appearance of the project sites.

If not based in a field office, regularly visit jobsites of assigned projects to coordinate with field supervisors to optimize project operations and ensure projects are built in conformance with contract requirements.

Read, review, and interpret procedures, drawings, manuals, specifications, etc.

Proficient in geometrical and mathematical calculations.

High proficiency in computer software programs such as Word, Excel (expert efficiency), Viewpoint, and HeavyJob.

Write, review and negotiate contracts for material purchases and subcontracting services.

Hold responsibility for project administration, cost and revenue forecasting, cost estimating, construction planning, means and methods evaluations, scheduling, material procurement, subcontracting, change orders, quality control, and job site safety.

Interface bid cost data from estimating software into accounting/project management software to set up project budget prior to construction and ensures that project costs are properly accounted for during construction.

Develop CPM project schedules with input from Estimators and the Project Superintendent.

Coordinate with minority and small businesses to ensure compliance with contract requirements concerning their participation in the project.

Offer input in the design of temporary structures, formwork and falsework in coordination with McLean’s Office Engineer.

Identify extra work situations, provides timely notice to the owner and seeks recovery of costs.

Ensure document control for correspondence, submittals, RFI’s, etc.

Coordinate with site supervision to ensure proper management of subcontractors and vendor material deliveries.

Provide oversight for or perform progress entry, schedule updates, subcontractor payments, and owner invoices.

Assist in the preparation of final records for the project, including as-builts.

Actively participate in the overall estimating and bidding process, means and methods, safety, work planning, project scheduling, staffing, and budgeting in the construction and pre-construction phases for any traffic projects.

Perform quantity surveys on various bid items as required, checks pay quantities on unit price items and enters those quantities into the Heavy Bid Estimating System.

Coordinate with potential subcontractors/material suppliers and secures pricing on all subcontracts/material items and enters pricing in the bid.

Prepare solicitations to minority business and assist as necessary to ensure that we meet or exceed the contract requirements.

Write and prepare sales and/or technical proposals for clients required by design/build or best value projects. Prepare and present powerful, persuasive sales presentations that effectively demonstrate the value of the Company’s services.

Anticipate monthly financial reporting deadlines and ensures that applicable costs and projections are completed to facilitate financial close deadlines.

Attend monthly project cost and planning meetings to provide direction and support to project supervisors and provide additional resources as required.

Act as the Company’s primary point of contact when communicating, negotiating or trouble-shooting contractual, commercial, or technical issues with the Owner.

Maintain an advanced understanding of pre-determined wage processes and possesses the ability to answer related questions.

Possess knowledge of relevant equipment, materials, and means and methods.

Monitor safety, schedule and cost and makes necessary adjustments to operations in support of established goals, budgets, and contract requirements.

Regularly interfaces with Superintendents and Traffic Division Manager/Construction Manager to coordinate equipment and human resources for assigned projects.

Education and/or Experience

Degree in Civil Engineering, Construction Management, or Civil Engineering Technology with five (5) years of related experience. An equivalent combination of education and experience will be considered. Experience in Department of Transportation projects, heavy civil, and electrical construction is highly valued.

Other Skills and Abilities

Must be at least 18 years old, have reliable transportation to work and able to pass a physical. Must be able to pass a Homeland Security background check to qualify for a Transportation Worker Identification Card (TWIC).

Must be physically able to frequently visit job sites or potential job sites and to safely traverse the site and/or travel by boat. At times, this may require climbing on structures of various heights and traversing difficult terrain for the purpose of investigating the conditions at the site and/or documenting construction issues, as required.
