About the Role
Morton Thomas & Associates, Inc. (AMT, Inc.) is hiring a Resident Engineer (RE) in the Transportation sector to support projects throughout the DDOT. Responsibilities
Construction Management & Contract Administration
- Administer construction contracts to ensure work is completed in accordance with plans, specifications, schedule, and budget.
- Serve as the primary point of contact between the contractor and DDOT leadership (PM/Ward Team Leader).
- Review and resolve RFIs, field issues, and design clarifications.
- Prepare and manage change orders, cost estimates, and contract modifications.
Schedule & Progress Control
- Monitor contractor progress against baseline and updated schedules.
- Identify and report schedule deviations and risks.
- Lead and participate in progress meetings and coordination meetings.
Cost Control & Payments
- Verify quantities and maintain detailed records of installed work.
- Review and recommend interim and final payments.
- Maintain documentation supporting all pay quantities, changes, and adjustments.
Quality Assurance / Quality Control
- Ensure all work complies with DDOT specifications and standards.
- Oversee inspection staff and testing activities.
- Review submittals, shop drawings, and certifications.
- Identify and document non-conforming work and corrective actions.
Field Oversight & Staff Management
- Supervise inspectors and office engineering staff.
- Ensure inspection staff are trained in plans, specs, MOT, and safety requirements.
- Review and approve Inspector Daily Reports (IDRs).
- Maintain daily project diary and records.
Documentation & Reporting
- Maintain complete project records for audit compliance (SharePoint / field systems).
- Track quantities, progress, RFIs, submittals, and change orders.
- Provide regular reporting to DDOT on schedule status, cost impacts, field issues and risks.
Safety & Compliance
- Monitor contractor compliance with safety requirements.
- Identify unsafe conditions and require corrective actions.
- Escalate critical safety risks and incidents immediately.
Stakeholder & Public Coordination
- Coordinate with utilities (DC Water, PEPCO, telecom).
- Coordinate with regulatory agencies (DOEE, NPS, USACE as applicable).
- Respond to public concerns and minimize construction impacts.
- Support DDOT public outreach and communication efforts.
Typical Project Experience
- Urban roadway reconstruction (MOT-intensive, phased work).
- Bridge reconstruction over waterways and sensitive areas.
- Utility relocations and coordination.
- Drainage, lighting, and streetscape improvements.
- Work performed under lane closures, night work, and constrained right-of-way.
Qualifications
Minimum Qualifications
- Bachelor’s degree in Civil Engineering, Construction Management, or related field.
- Professional Engineer (PE) license required.
- Minimum 5+ years of experience in construction management/inspection on highway or bridge projects.
- Experience managing field staff and administering construction contracts.
Preferred Qualifications
- 10+ years of progressive experience in CM/CI.
- Prior DDOT, SHA, or other DOT experience strongly preferred.
Experience with
- MOT / Work Zone Traffic Control.
- Urban utility coordination.
- Environmental compliance (erosion & sediment control, wetlands).
Familiarity with
- DDOT Construction Management Manual.
- AASHTO, MUTCD, and DDOT Specifications.
Technical Skills
- Construction management systems (e.g., FieldManager or similar).
- Schedule review (CPM).
- Quantity tracking and pay estimate development.
- Document control systems (SharePoint or equivalent).
Work Environment
- Primarily field-based role with significant on-site presence.
- Night work and off-hours construction oversight may be required.
- Work performed in active traffic and urban construction zones.
