CONDITIONS OF EMPLOYMENT

POSITION PURPOSE:

To ensure the safety and quality of the street and traffic system for Enid residents and provide for safe work zones for co-workers.

ESSENTIAL FUNCTIONS AND BASIC DUTIES
  • Operate control mechanisms to install signs such as stop, speed limit, and informational signs.
  • Perform skilled tasks in the manufacture, maintenance, and repair of city owned signs.
  • Operate city vehicles to transport equipment and/or supplies, and travel between job sites.
  • Set up safe work zones for employees and instruct co-workers on traffic hazards and safety.
  • Set up or remove barricades, traffic cones, warning signs, or similar objects to provide traffic control on work sites or special events.
  • Lay out and make pavement markings on roadways.
  • Study factors affecting traffic conditions, such as lighting, and sign and marking visibility, in order to assess their effectiveness.
  • Create regulatory, warning, construction, guide, school, recreation, and custom signs, and street markers.
  • Provide assistance to other departments as needed.
  • Perform other duties as required.
PERFORMANCE MEASUREMENTS
  • Effective knowledge of traffic regulations and work zones is demonstrated.
  • Work zones are set up efficiently; other workers are trained in proper work zone set-up.
  • Effective working relations exist with City personnel.
  • New employees are well trained and assisted. Management is appropriately informed.
  • Employee understands and adheres to applicable safety policies.
  • The City’s professional reputation is maintained.
QUALIFICATIONS
EDUCATION/EXPERIENCE:

High school diploma or general education degree (GED); or six months related experience and or/training; or equivalent combination of education and experience.

CERTIFICATES/LICENS ES:

IMSA Workzone Safety Temporary Traffic Control Certification (within one year).

REQUIRED KNOWLEDGE:

Transportation: Knowledge of principles and methods for moving people or goods by road, including the relative costs and benefits.

SKILLS/ABILITIES:

PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION:
FINGER DEXTERITY:

Manual dexterity sufficient to work with the fingers.

VISUAL ABILITIES:
  • Normal vision, with or without corrective lenses.
  • Distance vision, peripheral vision, close vision, color vision, depth perception, and ability to adjust focus.
PHYSICAL STRENGTH:

PDC Level: Medium Employee lifts/carries 80 lbs occasionally (less than 33% of the time or 1-100 times per day). Ability to ascend/descend a ladder. Ability to walk while setting up work areas.

LANGUAGE/COMPREHENSION:

Ability to read and comprehend simple instructions, short correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients and other employees of the organization.

REASONING ABILITY:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.

MATHEMATICS ABILITY:

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rates, ratio, and percent and to draw and interpret bar graphs.

WORK SCHEDULE/HOURS:
  • Regular – 8 hour shift, typically, Monday - Friday, 7:00 AM – 3:30 PM.
  • Hours change with Daylight Savings.
  • 24-hour call, after hours and weekends, as required.
  • Emergency work during storm related emergencies.
  • Overtime as required.
  • Other – Variable lunch period and breaks in coordination with other personnel.
WORK CONDITIONS:

Outdoors exposed to changing weather conditions (for instance, rain, snow, sun, wind, etc.).

NOISE LEVEL:

Loud. Hearing protection required.

OTHER WORK CONDITIONS:
  • Frequent work on uneven or slippery surfaces.
  • Frequent work near moving mechanical parts.
  • Frequent work in high, precarious places, above ground where possibility of falling exists.
  • Frequent work in an improperly illuminated or awkward and confining space.
  • Frequent exposure to fumes, airborne particles, toxic, and/or caustic chemicals.
  • Frequent exposure to vibration.
ADVANCEMENT CRITERIA
INTERMEDIATE:

2-5 years related experience. Advanced knowledge of city streets, traffic patterns, and city signs. IMSA Level I Signs & Pavement Marking Certification. Valid CPR Certification.

ADVANCED:

5-7 years related experience. Expert knowledge of city streets, traffic patterns, and city signs. IMSA Level II Signs & Pavement Marking Certification.
