Job summary

Qcells North America is seeking a Counsel based in Washington, D.C. to support the Head of Trade Policy and Regulatory Affairs with legal, trade, customs, and policy matters affecting U.S. operations.

The role will advise on international trade, regulatory risk, and policy developments, working with legal, compliance, supply chain, and outside counsel. On-site five days a week with some travel (10–15%).

Qualifications

  • JD from an accredited U.S. law school and bar membership in at least one U.S. jurisdiction.
  • 5+ years of relevant legal experience in international trade, customs, compliance, regulatory law, or related area.
  • Strong knowledge of U.S. trade remedies, customs rules, and compliance frameworks affecting manufacturing and global supply chains.
  • Familiarity with renewable energy, solar manufacturing, or domestic manufacturing incentives.
  • Experience working with federal agencies, outside counsel, and cross-functional business teams.

Responsibilities

  • Advise on international trade matters, including AD/CVD proceedings, circumvention inquiries, and other trade issues.
  • Monitor and assess trade, customs, energy, and manufacturing policy developments affecting Qcells.
  • Coordinate with government agencies, industry associations, outside counsel, and other external stakeholders on trade, customs, and policy matters.
  • Support internal compliance programs related to customs, trade, supply chain diligence, and import controls.
  • Advise on renewable energy and domestic manufacturing incentives, including Sections 45X and 48E under the Inflation Reduction Act.
  • Support compliance with Uyghur Forced Labor Prevention Act (UFLPA) and other forced labor and supply chain diligence requirements.
