Job summary

Rapiscan Systems, an OSI Systems, Inc. company, seeks a Trade Compliance Manager to oversee export/import programs and ensure ITAR/EAR compliance across the business. You will guide cross-functional teams through complex regulatory requirements and maintain compliant processes.

Reporting to the Sr. Trade Compliance Manager, you will draft licenses, classify products, train staff, and collaborate with global teams while maintaining records and supporting audits.

Qualifications

  • Bachelor’s degree or equivalent experience.
  • Minimum of 8 years of experience in ITAR and EAR compliance and international trade.
  • Demonstrated ability to interpret and apply complex ITAR/EAR regulations.
  • Possess excellent written and oral communication skills.
  • Strong project management and interpersonal team-building skills.
  • Strong organizational skills and ability to multitask.
  • Must be detail oriented.

Responsibilities

  • Interpret and provide guidance on U.S. export regulations to the business unit.
  • Draft and submit export license applications and technical assistance agreements.
  • Review and approve export/import of goods and ensure compliance with regulations.
  • Independently review orders for compliance and acceptance viability.
  • Review and approve export shipment documentation and EEI filings.
  • Classify products and maintain data in internal systems.
  • Screen and approve visitors to Rapiscan facilities.
  • Develop and deliver training on export/import requirements.
  • Implement business processes to ensure regulatory compliance.
  • Compile compliance metrics for management.
  • Collaborate with U.S. and U.K. Trade Compliance teams on daily tasks and projects.

Job description

Overview

Rapiscan Systems, an OSI Systems, Inc. company, designs, manufactures, and markets security and inspection systems worldwide. Our products are used to inspect baggage, cargo, people vehicles, and other objects for weapons, explosives, dugs, and other contraband. Rapiscan Systems security and inspection devices can be found in a wide range of locations such as airports, border crossings, railway stations, sea ports and terminals, government and military installations, and nuclear facilities.

Under the direction of the Sr. Trade Compliance Manager, the Trade Compliance Manager will ensure that the business undertakes import/export activities in accordance with all applicable laws and regulations.

Responsibilities
  • Interpret and provide guidance to the business unit on the applicability and implementation of U.S. export regulations, escalating to the Sr. Trade Compliance Manager if necessary.
  • Draft and submit export license applications and technical assistance agreements to the U.S. Department of Commerce or U.S. Department of State following the internal application review process. Manage approved authorizations via OCR software to ensure compliance with recordkeeping requirements.
  • Review and approve the export / import of goods, provide support in the movement of goods and seek guidance and higher‐level approvals when applicable.
  • Independently review orders and determine whether they comply with legal requirements (such as anti‑boycott, sanctions, restricted parties, etc.) and whether they can be accepted.
  • Independently review and approve export shipment documentation and Electronic Export Information (EEI) filing to ensure it complies with U.S. export regulations.
  • Review product information with internal stakeholders and determine the appropriate U.S.M.L./ECCN and HTS/Schedule B code; add, edit, and maintain classification data in internal systems.
  • Screen, review, and approve visitors to Rapiscan facilities.
  • Develop and deliver training relating to U.S. export / import requirements, U.S. re‑export controls and company trade compliance policies.
  • Develop and implement business processes, procedures, and tools to ensure compliance with U.S. Government export / import regulations and Company policies.
  • Compile compliance metrics for presentation to management.
  • Collaborate with U.S. and U.K. Trade Compliance teams on daily trade compliance tasks as well as projects.
  • Maintain export control records in accordance with U.S. Government regulations and Company policy.
  • Monitor export / import compliance (e.g., self‑assessments). Analyze issues, identify corrective actions, and monitor progress to closure.
  • Support investigations, external audits, internal audits, and other compliance matters as directed.

Qualifications
  • Bachelor’s Degree or equivalent experience.
  • Minimum of 8 years of experience in ITAR and EAR compliance and international trade, preferably within a manufacturing or aerospace/defense environment.
  • Demonstrated ability to interpret and apply complex ITAR/EAR regulations in a practical manner to facilitate business operations.
  • Possess excellent written and oral communication skills, with the ability to interact effectively across multi‑functional departments.
  • Strong project management and interpersonal team‑building skills under constrained deadlines.
  • Strong organizational skills, with the ability to handle multiple tasks and manage priorities.
  • Must be detail oriented.
  • Ability to analyze information and make sound decisions.
  • Experience with DECCS, SNAP‑R, OCR software preferred.
Benefits

Pay may range from $130,000 to $135,000 annually. The pay range above represents annual base salary only. Final compensation will be determined based on factors such as job level, geographic location, date of hire, experience, job‑related knowledge and skills, and education in conjunction with market and business considerations.

Base salary is one component of your total rewards package. You may be eligible for long‑term incentives, potential discretionary bonuses, and the ability to purchase company stock at a discounted rate through the Employee Stock Purchase Program (ESPP).
