Responsibilities

  • Serve as the strategic focal for engineering tools and software across the Military Engineering Sciences organization.
  • Develop and maintain the tools/software roadmap aligned to priorities, program needs, and long-term goals.
  • Partner with engineering leaders, users, DT, cybersecurity, quality, sourcing and programs to identify gaps and improvements.
  • Lead coordination for tool selection, deployment, enhancement, sustainment, and retirement activities.
  • Gather, prioritize, and translate requirements into clear development or implementation plans.
  • Drive standardization and harmonization of tools, processes, and usage practices.
  • Support software governance activities including licensing, access, compliance, and change management.
  • Monitor tool performance, adoption, pain points, and value realization; define relevant metrics.
  • Facilitate communication between end users and tool owners to resolve issues and accelerate decisions.
  • Coordinate training, documentation, and change management to improve adoption and use.
  • Prepare leadership updates, business cases, and recommendations for strategic investments.

Job Description Summary

The Tools & Software Strategic Focal for the Military Engineering Sciences Operations organization will lead the strategy, coordination, and execution of engineering tools and software initiatives that enable improved productivity, compliance, technical rigor, and program execution across the organization. This role serves as the key interface between Military Engineering Sciences, Digital Technology, tool owners, and functional stakeholders to ensure engineering teams have the right toolsets, roadmaps, governance, and support models in place.

The ideal candidate combines technical depth, strategic thinking, and cross‑functional leadership to align software and tools investments with business priorities, engineering needs, and compliance requirements. This person will drive standardization, prioritize enhancements, support deployment and adoption, and help translate organizational needs into actionable digital solutions.

Job Description
Roles and Responsibilities
  • Serve as the strategic focal for engineering tools and software across the Military Engineering Sciences organization.
  • Develop and maintain the tools/software roadmap aligned to organizational priorities, program needs, and long‑term capability goals.
  • Partner with engineering leaders, users, DT, cybersecurity, quality, sourcing and program teams to identify tool gaps, integration opportunities, and improvement priorities.
  • Lead coordination for tool selection, deployment, enhancement, sustainment, and retirement activities.
  • Gather, prioritize, and translate business and technical requirements into clear development or implementation plans.
  • Drive standardization and harmonization of tools, processes, and usage practices where appropriate.
  • Support software governance activities including licensing, access considerations, compliance alignment, export control awareness, and configuration/change management.
  • Monitor tool performance, user adoption, pain points, and value realization; define and track relevant metrics.
  • Facilitate communication between end users and tool owners to resolve issues, elevate risks, and accelerate decisions.
  • Support training, documentation, standard work, and change management to improve adoption and effective use of tools.
  • Coordinate across programs and functions to ensure tools support technical reviews, analyses, data management, reporting, and execution needs.
  • Prepare leadership updates, status reports, business cases, and recommendations for strategic decisions related to engineering software/tools investments.
  • Apply SQDC prioritization within leader standard work to drive tool strategy alignment with safety, quality, delivery, and cost objectives.
  • Work with teams in the development of KPI's and action‑plan generation in support of organization priorities related to tools performance and adoption.
  • Coach at‑point or structured problem‑solving techniques as well as continuous improvement activities for tools deployment and optimization.

Required Qualifications
  • Bachelor's degree in Engineering, Computer Science, Information Systems, or related technical field from an accredited university or college.
  • Minimum of 5 years of experience e in engineering tools, software applications, digital enablement, or technical program/project leadership.
  • This role requires the successful candidate to obtain and maintain US Government Security Clearance; prerequisite for a security clearance is U.S. citizenship.
Desired Characteristics
  • Experience in aerospace, defense, or highly regulated engineering environments .
  • Experience with NPSS, Matlab, Python, Git
  • Familiarity with engineering tool ecosystems such as analysis tools, requirements tools, PLM, data management, modeling/simulation, or workflow automation platforms.
  • Experience working across cross‑functional teams in a matrixed environment.
  • Demonstrated ability to translate business needs into tool or software requirements.
  • Experience with project planning, prioritization, risk management, and stakeholder communication.
  • Strong written and verbal communication skills.
  • Demonstrated ability to influence without direct authority and drive alignment across organizations.
For Other OH US Location:

The base pay range for this position is 150,000.00 - 200,000.00 USD Annual. The specific pay offered may be influenced by a variety of factors, including the candidate's experience, education, and skill set. This position is also eligible for an annual discretionary bonus based on a percentage of your base salary/ commission based on the plan. This posting is expected to close on 9/9/2026.
