Position Summary:
Under the supervision of Tribal Administration, this position is responsible for developing and implementing research and analysis assignments for the purpose of evaluation, assessment, planning and improvements of program effectiveness and efficiencies. Additionally, this position will conduct analytical studies involving the operations and programs of tribal departments to develop, improve, and/or implement new or existing programs, systems, procedures, and/or administrative services. Responsible for exercising performance based budgeting techniques and performing related duties with respect for data governance tribal sovereignty, traditions, and community values.
Essential Duties and Responsibilities:
- Designs and conducts surveys or special studies to determine needs and to assist in planning, implementing, and evaluating tribal programs and services.
- Conducts research and analysis, prepares reports, and develops correspondence related to the work activities of tribal departments and programs.
- Designs and implements methods for program review, evaluation, and cost analysis.
- Create and maintain databases for tracking a variety of information; utilizes and maintains electronic records and files; accesses and utilizes electronic database computer systems; and performs basic typing and computer tasks.
- Participates in quarterly budget review meetings to collect and analyze department and program metrics to compile comprehensive quarterly and annual reports for Tribal Administration and Tribal Council.
- Review operational data and key performance indicators (KPIs) from various tribal departments to ensure alignment with goals and objectives.
- Ensure all department activities respect tribal sovereignty, protect tribal data privacy, and strictly adhere to cross-jurisdictional agreements.
- Coordinate data-sharing between tribal departments, federal entities (BIA, IHS), state agencies, and local municipal governments.
- Prepares and gives presentations on studies and projects.
- Provide excellent customer service for all internal and external customers of the operations at all times. Provide solutions for customer concerns and continually focus on customer service as our top priority.
- Must maintain strict confidentiality and present a positive, professional demeanor and image at all times.

Minimum Qualifications:
- Bachelor’s degree in Business Administration, Public Administration, Data Analytics, Organization Development or a related field.
- One year experience in program computations or data-driven research.
- Must possess strong critical thinking, technical writing, and communication abilities for delivering presentations and collaborating with tribal leadership, tribal elders, and community members.
- Ability to analyze high-level data, review department/program administrative goals and design practical, unified resolutions.
- Knowledge of tribal self-governance models, constitutional structures, and the administrative operations of a sovereign nation preferred.
- Must be able to pass background check to meet the employment eligibility requirements as they pertain to the position.
License, Certification, or Special Requirements:
- Native American preference shall apply to all positions.
Knowledge, Skills, and Abilities:
- Knowledge of the CARE principles and practices of research techniques, quantitative methods, and statistical analysis.
- Knowledge of the principles of administrative management, including budgeting techniques, office procedures, and reporting.
- Knowledge of the principles and methods of research, statistics, operational analysis, cost analysis, and finance.
- Knowledge of analytical and evaluative fact-finding methods and techniques along with problem-solving skills.
- Skill in conducting research including researching on the internet, performing mathematical calculations, reading and interpreting data.
- Skill in using computers and related software applications.
- Skill in preparing reports, charts, graphs and other presentation materials.
- Ability to analyze, synthesize, and evaluate a variety of data for use in program development and analysis.
