Nalley Consulting in College Park, MD, seeks a Threat Finance Analyst to conduct all-source forensic accounting and fusion of financial data for national security purposes.

The role analyzes threat financiers and financial networks related to terrorism, narcotics, counterintelligence, and proliferation, delivering high-quality briefings for policymakers.

Candidates must have TS/SCI clearance (polygraph preferred), 3+ years of experience with a degree or 7+ years without a degree.

Qualifications

• Experience with analyzing foreign financial activities linked to terrorism, narcotics, and other threats.
• Experience with all-source forensic accounting and fusion of banking data and reports.
• Ability to produce high-quality deliverables for senior policymakers and defense stakeholders.
• Active TS/SCI clearance; willingness to take polygraph exam.
• HS Diploma or GED with 7+ years of experience or Bachelor's with 3+ years of experience.

Responsibilities

• Conducts all-source forensic accounting analysis by fusing financial data from banking systems, reports, and other sources.
• Analyzes foreign financial activities including threat financiers and networks tied to terrorism, CD, narco-terrorism, counterintelligence, insurgency, proliferation.
• Prepares outputs for senior policymakers and defense stakeholders, including complex briefs and written products.
• Applies statistical techniques, flows analysis, and geospatial analysis to bulk transactional data.
• Interfaces with DOMEX, SIGINT, HUMINT, FISA data sources as part of collection requirements.

Join the Nalley Consulting team as a Thread Finance Analyst. Position: Threat Finance Analyst.

LCAT: Mid

Location: College Park, MD

Required clearance and polygraph: Active TS/SCI and willingness to take polygraph. Candidates with current CI polygraph conducted within the past 7 years highly prioritized.

Required experience/education: 3+ years of experience and bachelor's degree OR 7+ years of experience in lieu of degree.

• Experience with analyzing foreign financial activities, including threat financiers, facilitators, and financial networks and operations associated with but not limited to transnational organized crime, counter drug, terrorism, narco-terrorism, counterintelligence, insurgency, and proliferation
• Experience with conducting all-source forensic accounting analysis and production by fusing financial transactional data from formal banking systems, financial reports, and other forms of reporting
• Ability to develop high-quality deliverables tailored to senior policymakers or defense stakeholders, including complex written products and formal or informal briefings
• Active TS/SCI clearance; willingness to take a polygraph exam
• HS Diploma or GED and 7+ years of experience with analysis or Bachelor's degree and 3+ years of experience with analysis

Description

Conducts all-source forensic accounting analysis and production, by fusing financial / transactional data from formal banking systems, financial reports, and other forms of reporting. Analyzes specific foreign financial activities including threat financiers, facilitators, and financial networks / operations associated with, but not limited to, terrorism, CD, narco-terrorism, counterintelligence, insurgency, proliferation, and operational activity which threatens US national security interests. Aggregates and fuses multi-modal transactional data and identity. Maps and performs analysis of financial data from formal banking systems, financial reports, and informal transfer means. Prepares and integrates financial data from all available sources including, but not limited to, SIGINT intercepts; HUMINT; Law Enforcement Foreign Intelligence Surveillance Act (FISA), search warrants and subpoenas; DOMEX, and shared data such as Bank Secrecy Act, formal banking system, Suspicious Activities Reports, and informal systems. Understands payment relationships, revenue-generation, and money-laundering methods. Applies statistical techniques including flows analysis, visualization, and geospatial analysis tools to bulk and raw transactional data. Applies pattern analysis to large data sets. Applies intelligence collection requirements, essential elements of information, priority intelligence requirements, and search terms to DOMEX triage processes. Applies data engineering to interface with structured data and data forensics tools.

Additional Qualifications

• Experience with authoring current DoD product lines and utilizing ICD 203 tradecraft standards
• Experience applying statistical techniques including flow analysis, visualization, and geospatial analysis tools to bulk and raw transactional data of transnational organized crime actors
• Experiencing applying data engineering techniques to interface with structured data and data forensics tools
• Ability to work in a collaborative environment and manage multiple tasks simultaneously
