Job description


The Harris County Fire Marshal’s Office (HCFMO) oversees the County's comprehensive threat and security management program for all county-operated facilities. Tasked with safeguarding critical infrastructure, protecting personnel, and ensuring the integrity of public safety operations, HCFMO plays a vital role in Harris County's resilience. With a strategic focus on integrating technology/intelligence and physical security, HCFMO collaborates with stakeholders to proactively identify, mitigate, and respond to dynamic and evolving threats.

HCFMO is seeking a knowledgeable and detail-oriented Threat and Security Assessment Specialist to support the evaluation and fortification of county-owned facilities. This role plays a key part in identifying vulnerabilities, enhancing site security measures, and ensuring readiness for evolving threats. Combining technical assessments, incident response support, and stakeholder training, the Specialist will contribute to the county’s overall security posture through actionable insights and cross-functional collaboration.

Position Summary:
The Threat and Security Assessment Specialist is responsible for conducting comprehensive physical security and threat assessments across Harris County-owned facilities, with an emphasis on identifying vulnerabilities and recommending mitigation strategies. This role supports the integration of physical security measures with emergency preparedness protocols and collaborates closely with internal stakeholders and field operations. The Specialist delivers actionable assessments, develops training and response plans, and supports the overall mission of protecting critical infrastructure, personnel, and assets from evolving threats.

Duties and Responsibilities:
  • Conduct thorough security and threat assessments of county-owned buildings and facilities.
  • Identify vulnerabilities in physical security systems, building design, and operational procedures.
  • Develop and recommend security improvements, including surveillance systems, access controls, and emergency response plans.
  • Provide detailed written reports on findings and recommendations to be reviewed by county leadership.
  • Develop and deliver security training for county staff and stakeholders.
  • Stay informed about current and emerging security threats, trends, and technologies.
  • Assist in the development and testing of emergency response and evacuation plans for county facilities.
  • Respond to security incidents and assist with investigations as needed.

Experience and Experience:

  • High School Diploma or G.E.D. equivalent from an accredited educational institution.
  • A minimum of five (5) years of current or prior law enforcement experience.

Certification:

  • Must be eligible and must obtain a TCFP certification within one (1) year of starting employment.

Knowledge, Skills, and Abilities:

  • Must know physical security principles, emergency preparedness, and crime prevention strategies.
  • Provide a strong understanding of applicable laws, regulations, and best practices related to public safety and building security.
  • Provide excellent analytical, problem-solving, and communication skills.
  • Is proficient in preparing comprehensive reports and presenting findings to stakeholders.
  • Have the ability to work independently and collaboratively with diverse teams.
  • Must possess a valid driver’s license.
  • Attention to detail and a proactive approach to identifying and mitigating risks.
  • Strong organizational and multitasking abilities.
  • Ability to handle sensitive and confidential information with integrity.
  • Adaptability to evolving security challenges and requirements.

Automatic Disqualification:

  • Convictions, probation, or deferred adjudication for any Felony, and any Class A Misdemeanor.
  • Convictions, probation, or deferred adjudication for a Class B Misdemeanor, if within the previous 10 years.
  • Open arrest for any criminal offense (Felony or Misdemeanor).
  • Family Violence conviction.

  • Certification(s) in security or risk assessment (e.g., CPP, PSP, or related credentials).
  • Experience working in a county or municipal government setting.
  • Familiarity with security technology, including surveillance systems and access control solutions.
  • Proven experience conducting security and threat assessments, preferably in public-sector environments.

Position Type and Typical Hours of Work:

  • Regular Full-time | 40 Hours Per Week

    • Work requires assignments to be performed during various hours during a workweek.
    • The job is subject to flex time, after hours, night, holiday, and weekend work, possibly without prior notice.
    • May be requested to work overtime and weekends for special program events.

Salary:
  • Depends on Qualifications
  • Based on 26 Pay Periods

Work Environment and Physical Demands:
  • The physical environment requires the employee to work both inside and outside in heat/cold, wet/humid, and dry/arid conditions.
  • May be required to use personal protective equipment to prevent exposure to various hazards.
  • Work requires the incumbent to maintain necessary physical abilities to perform required job functions. Work requires seeing, standing, and walking without assistance a minimum of 300 yards, sitting, climbing, bending, stooping, kneeling, reaching, talking, hearing, pushing, pulling, and lifting and carrying fifty (50) pounds.


Employment is contingent upon passing a background check and drug screen.
