Job Description

PURPOSE AND SCOPE:

The Manager, Police Departm ent (PD) Threat Assessment reports to the Senior Director PD Administration and Threat Assessment and conducts behavioral threat assessments and manages cases to prevent acts of targeted violence that pose a threat to the campus community. The position provides solutions to threat/risk incidents through prevention, mitigation, and intervention options; provides training and education to the campus community and Police Department (PD) on identification of contextually concerning behavior, reporting, and responses. The Senior Threat Assessment Manager will supervise the Threat Assessment Case Manager(s)/Analyst(s).

ESSENTIAL JOB FUNCTIONS:
  1. Conducts behavioral threat assessments on individuals who display behavior that may pose a threat to the LSC community, reports findings, mitigates risk/threat, conducts follow-up, maintains records, and manages cases. This includes, but is not limited to, conducting interviews with subjects of concern and other involved parties, conducting home visits, conducting Open-Source Intelligence research, performing phone/computer/device dumps, and using Structured Professional Judgement Tools (SPJ's) to make informed decisions regarding level of risk
  2. Assists in screening and managing threat assessment reports to assess and identify levels of concern and priority and use judgment to determine an appropriate response, which may include involving Lone Star College Police Department personnel, may be required to be available for emergencies after hours and on weekends regarding threat cases
  3. Collaborates with multi-disciplinary stakeholders across the LSC System and in the community to review, identify, and develop specific intervention and prevention strategies. Directly interacts with department heads as part of the multidisciplinary practice of Behavioral Threat Assessment and Management. Provides guidance on best next steps and provides training as it pertains to the safety of our campus community
  4. Collects and organizes information to facilitate communication and monitors all data sources for quality assurance
  5. Provide strategic leadership, direction, feedback, professional development opportunities, and mentorship to direct report(s)
  6. Trains Lone Star College Police Department staff on interpersonal skills, de-escalation, and mental health response
  7. Serves as LSC PD's representative on LSC Behavioral Intervention Team(s)
  8. Assists Recruiting Team in assessing potential Police Department candidates' personalities and emotional quotients to assess their fit within a campus law enforcement environment
  9. Works alongside the Criminal Investigations Unit when both a criminal investigation and behavioral threat assessment occur
  10. Manages the Police Department's Crime Victim's Advocacy service
  11. Conducts Registered Sex Offender reviews and conducts Criminal Trespass Warning reviews, as assigned
  12. Manages area budget. Reviews, monitors and reconciles the budget, monitors fee collection, recommends expenditures, and approves purchase orders within established parameters
  13. Serves as a Campus Security Authority as defined by the Jeanne Clery Disclosure of Public Safety Policy and Crime Statistics
  14. Assure compliance with threat assessment and law enforcement professional ethical standards, and maintain compliance with rules, regulations, and privacy requirements relating to sensitive records under FERPA, HIPAA, CLERY, Title IX, and Law Enforcement databases
  15. Responsible for other reasonable, related duties, as assigned

PHYSICAL ABILITIES:

The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; or recurring lifting of moderately heavy items, such as typewriters and record boxes. The work may require specific, but common, physical characteristics and abilities, such as above average agility and dexterity.

WORK SCHEDULE AND CONDITIONS:
  • Equipment used includes PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone and other general office equipment
  • Interface with internal and external contacts as needed to carry out the functions of the position
  • Work is mostly performed in a climate-controlled office with minimal exposure to safety hazards. When in the field conducting home visits, you may be exposed to potential safety hazards. There may also be some exposure to outdoors.
  • Work will require some on-call response


REQUIRED QUALIFICATIONS:
  • Bachelor's degree and a t least 5 years of related experience, or an equivalent combination of education and experience
  • Bachelor's degree in psychology, sociology, behavioral health, or related field
  • Experience must include at least 5 years of experience in a supervisory position
  • Experience must include at least 3 years working and managing crisis situations
  • Experience in managing situations that involve individuals who are emotionally distraught or person(s) with mental illness
  • Within 5 years of hire, must obtain the Certified Threat Manager (CTM) certification


PREFERRED QUALIFICATIONS:
  • Master's degree in psychology, sociology, behavioral health, sociology, or related field and
  • At least 3 years of Behavioral Threat Assessment and Management experience, independently gathering, connecting, and sharing intelligence information
  • Certified Threat Manager (CTM)
  • Licensure as a Licensed Professional Counselor or Licensed Clinical Social Worker
  • Experience working with juveniles and/or young adults


Salary

Hiring salary range is $67,746 - $77,908

Lone Star College provides a hiring salary range for all posted full-time non-faculty positions. Where your salary offer would fall in that range is determined by your related experience and education.
