Job summary

General Descriptions

Under the limited supervision of the Texas HIV Medication Program (THMP) Manager, the THMP Trainer performs highly complex (senior-level) training and development work to support statewide HIV medication access programs. The position plans, designs, develops, implements, and evaluates comprehensive training programs and technical assistance strategies for eligibility enrollment workers, contractors, healthcare providers, and stakeholders.

Responsibilities include conducting training needs assessments; developing curricula aligned with adult learning principles and program requirements; evaluating training effectiveness; and creating and recommending improvements to policies, procedures, and training delivery methods. The trainer applies advanced knowledge of subprograms under THMP (ADAP, SPAP, TIAP, TIAP-PLUS) and supporting systems (e.g., TakeChargeTexas, IAmOnline, Ramsell, Genesys) to ensure accurate, compliant, and accessible training.

This position serves as the statewide training liaison, coordinating with internal programs, regional partners, and external stakeholders to ensure training consistency, accessibility, and alignment with program goals. Works with moderate latitude for independent judgment, including leading training initiatives, facilitating workshops, analyzing data, and supporting program improvement efforts.

Essential Job Functions
  • Serves as the statewide training liaison for THMP. Promotes training services and materials to internal and external stakeholders. Participates and facilitates the planning and development of training priorities with internal agency staff, regional partners, administrative agencies, and other external stakeholders. Develops training curricula and learning objectives using adult learning principles for in-person, hybrid, virtual, and online learning. Identifies training gaps, implements corrective strategies, and applies current training methodologies and tools to improve learning outcomes. Ensures training materials comply with accessibility requirements and make necessary changes to remediate accessibility issues. (30%)
  • Plans, develops, coordinates, implements, conducts, and evaluates training programs and technical assistance needs assessments for THMP programs, including ADAP, SPAP, TIAP, and TIAP-PLUS. Manages training operations and quality assurance activities, including maintaining training records, course rosters, participation data, live courses, and online training offerings. Compile data, prepare reports, and develop policies and procedures for training programs using data-driven decisions. Identify and solve training problems by effectively using modern training methods and techniques for adult learning. (30%)
  • Facilitates instructor-led, virtual, hybrid, workshop-based, and on-site trainings for DSHS employees, eligibility enrollment workers, contractors, healthcare providers, and other stakeholders. Adapts content and delivery methods based on audience needs and knowledge levels; provides technical assistance, coaching, and observational feedback during and after training; and travels statewide to conduct in-person training and site support as needed. (25%)
  • Compiles, analyzes, and develops budget reports related to training program operations. Provide input for grant applications and program planning activities. Participates in committees and special projects as assigned. (10%)
  • Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)

Registrations, Licensure Requirements Or Certifications

Have Certified Application Counselor's certification or willing to learn and obtain this certification within three months of hired.

Initial Screening Criteria

A complete, submitted DSHS job application is required for consideration. Minimum six years of experience in adult education and training work. Bachelor's degree with major coursework in education, social work, organizational development, communication, behavioral science, health care, or public health. Experience and education may be substituted for one another on a year-for-year basis. Graduated degree with major coursework in education, social work, organizational development, behavioral science, health care, or public health preferred. Previous training work in ACA Marketplace enrollment, health insurance, and communication preferred. Bilingual preferred.
