Under the general supervision of the Healthcare Safety Data and Training Group Manager, performs highly complex (senior-level) computer systems analysis work related to the Texas Healthcare Safety Network (TxHSN) reporting system. Completes Chapter 98 Texas Health and Safety Code mandated healthcare safety reporting, learning needs assessments, infection control and response assessments, and healthcare worker training tracking. Serves as a subject matter expert in Preventable Adverse Events (PAEs) and Hospital Associated Infections (HAI), two critical areas of emphasis in this department. Work involves planning and analyzing TxHSN user requirements, processes or problems to enhance, update or maintain the Tx HSN system, including performance of user acceptance testing. Provides guidance on any aspects of the TxHSN reporting system for internal and external partners. Represents program as TxHSN Application subject matter expert. Creates ad hoc reports of TxHSN data when requested. Involved in public health education program activities and provides consultative services and technical assistance to epidemiologists on the healthcare safety unit, the general public, professional organizations, local and regional health departments, government agencies and any application users. Ensures Healthcare Safety data quality in TxHSN system. Works cohesively with a multidisciplinary team of health-related advocates, experts, and stakeholders who are passionate about high quality and accessible healthcare, health education, health promotion, and public health in an ever-changing field. Duties performed under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Knowledge of computer systems and applications for data management; knowledge of healthcare safety and data sources; knowledge of state and federal laws related to healthcare safety including mandatory reporting.
Skills in establishing goals and objectives and coordinating their achievement; interpersonal relationships and effective working relationships; complex problem solving; writing analyses, documentation, and reports; identifying problems, evaluating alternatives, negotiating and implementing solutions; translating complex technical information verbally and in writing for non-technical audiences; developing, testing, maintaining, troubleshooting large data systems; planning, organizing, scheduling and monitoring completion of assigned project; developing and evaluating policies and procedures; using Microsoft Office products (Word, PowerPoint, Excel); exercising independent judgment, setting priorities and meeting deadlines; creating concise, well‑written communication documents, briefing documents and reports; organizing and presenting complex information to a variety of audiences.
Abilities to work effectively as a team member with regional and local health department personnel and private sector health care professionals; analyze systems and procedures; gather, assemble, correlate, and analyze information; work independently and deliver results in an environment of broad, consultative management.
