Job summary

NCSL International is seeking a Test Development Engineer in Windber, PA on-site. You will design, develop, and implement cost-effective testing methods for devices across development and manufacturing phases, directing test programs and fixtures while leading cross-functional teams.

You will collaborate with Design and Applications Engineers to define test requirements and ensure reliable, repeatable results across multiple product lines, building advanced test capability and ensuring quality

Qualifications

  • Bachelor’s degree in electrical/computer/mechanical engineering or related field.
  • Experience designing testing strategies and diagnostic systems to validate product functionality.
  • Ability to design and build complex test fixtures and standardized procedures.

Responsibilities

  • Develop test fixtures/hardware and PCBs to support device test and calibration.
  • Develop test and calibration software using LabVIEW/TestStand and C#/.NET.
  • Utilize test systems and ATEs for device test and characterization.
  • Collaborate with Design, Product, and Applications Engineers to determine test requirements.
  • Lead cross-functional teams and provide technical leadership across sites.

Education

Overview

Our client is a growing manufacturer providing contract manufacturing services in a variety of markets including defense, medical device, and commercial. The Test Development Engineer is responsible for designing, developing, and implementing cost-effective methods for testing and troubleshooting systems and equipment throughout all phases of product development and manufacturing. This role will direct the preparation of test and diagnostic programs, design advanced test fixtures and equipment, and develop comprehensive specifications and procedures for new products. You will independently manage labor, schedules, and equipment requirements for testing and evaluating both standard and specialized devices, while providing technical leadership to cross-functional teams.

Key Responsibilities
  • Develop test fixtures/hardware and printed circuit boards to support device test and calibration.
  • Develop test and calibration software, commonly using .Net, NI LabVIEW / Test Stand, and/or C#.
  • Utilize custom designed test systems and/or industry standard ATEs for device test and characterization.
  • Work with Design, Product, and Applications Engineers to determine test and calibration requirements.
  • Collaborate with a multifunctional and multi-site international team to support device test, characterization, and qualification for new product releases
  • Serve as a trusted advisor to the leadership team and a role model of accountability, transparency, and collaboration.
Minimum Qualifications
  • Bachelor’s degree in electrical engineering, computer engineering, mechanical engineering, or a related technical field.
  • Experience in developing comprehensive test strategies and diagnostic systems to validate product functionality against specifications and identify complex performance issues.
  • Ability to design and build complex test fixtures, equipment, and standardized test procedures to ensure accurate, repeatable results across multiple product lines.
Preferred Qualifications
  • Solid capability in managing testing resources across multiple projects, optimizing schedules, equipment utilization, and overall efficiency.
  • Proven ability to lead qualification and testing efforts, including defining testing standards, improving quality systems, and ensuring alignment with industry requirements and benchmarks.
  • Technical proficiency and working knowledge of software development principles, including object-oriented programming, and advanced understanding of PCB design principles.
Physical & Work Environment Requirements
  • Climate-controlled electronics manufacturing services floor with additional time in an office setting.
  • Must be able to sit for extended periods with or without reasonable accommodation.
