Job summary

Core Services Group is seeking a Test and Evaluation Specialist to provide technical and analytic support to the U.S. Navy’s OT&E for aviation platforms.

You will participate in planning, execution, analysis, and reporting of OT&E activities and collaborate with Navy leadership and program offices from Patuxent River, MD. The role requires a STEM degree or equivalent operational/T&E experience, strong leadership, and excellent communication and technical writing skills.

Responsibilities

• Support OT&E of aviation platforms, including test design and integrated testing.

• Observe tests, brief participants, and collect data.
• Perform data reduction and analysis to assess effectiveness and suitability.
• Draft Blue/Gold sheets and test and tactics evaluation reports.
• Interface with Navy leadership and program offices on plans and results.
• Prepare monthly status reports and trip reports.
• Ensure compliance with DoD 5000 series and Navy instructions.

Overview

We are seeking Test and Evaluation Specialists to provide technical and analytic support to the U.S. Navy’s Operational Test and Evaluation Force VX-1. This role is critical in the planning, execution, analysis, and reporting of Operational Test and Evaluation (OT&E) of U.S. Navy combat systems.

Key Responsibilities

• Support OT&E of aviation platforms, including test design, integrated testing, operational testing, and tactics exercises.
• Assist in developing Critical Operational Issues (COIs), the Mission-Based Test Design Framework, test matrices and procedures, and data collection plans, and document them in the Mission-Based Test and Evaluation System (MBTES)
• Observe flight and ground test events, brief test participants on event objectives and data requirements, and collect test data
• Perform data reduction and analysis, applying statistical techniques to assess operational effectiveness and suitability
• Assist in developing draft Blue/Gold sheets and test and tactics evaluation reports
• Interface with Navy leadership, program offices, and other stakeholders on test plans and results
• Prepare monthly status reports and trip reports, and attend program review meetings
• Ensure compliance with DoD 5000 series and Navy acquisition instructions

Required Qualifications

• Current Navy, Marine Corps, Army, or Air Force operations knowledge
• Bachelor's degree (STEM preferred) or equivalent operational/T&E experience
• Strong leadership skills with the ability to drive projects to successful completion
• Effective communication skills to convey analysis results and recommendations to senior leadership
• Proficiency in technical writing and reporting
• Strong knowledge of analysis methodologies applied to complex systems evaluation
• Advanced proficiency in Microsoft Office Suite (Word, Excel, Access, PowerPoint)

Preferred Qualifications

• 4+ years of military T&E experience
• 5+ years Aviation Warfare mission execution (2+ years at senior enlisted/DH level)
• Weapons and Tactics Instructor or equivalent warfare qualification
• Defense Acquisition Workforce Improvement Act (DAWIA) Foundational T&E Certification
