Job description

Job Title: Terminal Operations Engineer – Technical Due Diligence & Engineering Validation for Downstream Oil & Gas, Midstream, and Pipelines (DOE0080080)

Contract Type: Exempt 1099 consultant; remote within the United States with periodic on‑site visits.

Job Overview

The Contracting Officer’s Representative will provide independent engineering advisory services for the U.S. Department of Energy’s Loan Programs Office (LPO) under the Energy Dominance Financing (EDF) program. The Engineer will perform technical due diligence, risk assessment, and lifecycle monitoring related to terminal storage, loading/unloading, blending, metering and operational safety for large‑scale energy infrastructure projects. All work will be lender‑ready, evidence‑based, and aligned with financing requirements.

Responsibilities and Duties
  • Review project documentation and assess technical and commercial interfaces.
  • Identify and mitigate risks, validate assumptions, and prepare defensible work products such as terminal operating procedures, capacity reviews, tank data, and safety readiness reports.
  • Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to support timely lender and DOE decision‑making.
  • Conduct data‑room reviews, borrower/contractor interviews, site observations, and monthly monitoring meetings.
  • Track information requests, update risk registers, and manage issue closure.
  • Prepare and present Independent Engineer reports to LPO, DOE, credit, and program governance stakeholders.
Qualifications
  • 10+ years of experience in engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory, with a focus on oil & gas, power, utilities, or large‑scale infrastructure projects.
  • Bachelor’s degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or a related technical field.
  • Professional engineering (PE) or project management (PMP, CSP) credentials preferred. API, NACE/AMPP, PMI, or other discipline‑specific credentials are an asset.
  • Strong analytical skills, independence, objectivity, and the ability to translate technical evidence into actionable risk and financing implications.
