Job summary

U.S. Army National Guard in Kansas Topeka seeks a Budget Analyst (GS-0560-9) to perform routine budget analysis in assigned areas, including formulation, presentation, and execution of budgets.

The role requires ability to interpret directives, advise program managers, review submissions for reasonableness and accuracy, monitor budgets, and support reprogramming of funds as needed. Overtime may be required.

Qualifications

• Federal employment suitability as determined by a background investigation.
• May be required to successfully complete a probationary period.
• Must be able to obtain and maintain secret security clearance within one year of appointment.
• May occasionally be required to work other than normal duty hours; overtime may be required.
• This is a Financial Management Level Certified position IAW the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
• Participation in direct deposit is mandatory.
• Must complete the Purchasing Level 2 certification and FM Level 2 certification within 24 months of appointment to this position.
• Failure to achieve the positions' required certifications within the first 24 months of appointment, result in the employees' direct termination.
• ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND OPM PRESCRIBED "UNSCHEDULED TELEWORK"
• Position designated as Essential and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
• Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
• The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
• Incumbent will be required to complete training in fiscal disciplines; Fiscal Law, Resource Management Information Course (RMIC), Contracting Officer Representative (COR), Automated Fund Control Order System (AFCOS).

Responsibilities

• Perform routine budget analysis functions in assigned areas including budget formulation, presentation-enactment, or budget execution.
• Assist in the preparation of budget estimates and justifications.
• Interpret OMB directives and circulars.
• Provide information and advice to program managers.
• Review bureau and office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines.
• Monitor budget and recommend reprogramming of funds as needed.
