This position is located in the Office of the Chief Technology Officer, District's data centers' facilities. The Telecommunications Specialist is a member of a cross-functional team of engineers and technicians supporting the District's data centers' facilities and District programs. The Telecommunications Specialist is a technical resource responsible for providing support in the areas of server and network physical interconnection impacting the technology infrastructure of the Government of the District of Columbia.

Duties and Responsibilities

Works with managers and staff on ensuring the cleanliness of the data center, optimal organization of equipment racking, management of the power needs and connectivity, ensuring patch cables and power cords are properly and accurately run and neatly dressed. Assists with the operational logistics, transportation, and asset management of data center devices insuring optimal placement based on space, function, connectivity, power, and cooling allocations. Monitors power, cooling/environmental, security and support system performance and condition; reporting any abnormalities quickly, concisely, and accurately to management; taking any appropriate initial corrective action if necessary. Monitors and operates data centers' critical functions and facilities to meet or exceed up-time service levels. Measures and records vital statistics related to the data center(s) environment and produce appropriate reports, including but not limited to shift, incident, and weekly. Provides production support to the various teams including: Server, SAN, Main Frame, Networking, Messaging, Computer Operations, and Security. Provides "Remote Hands" assistance, as requested by support teams and customers. Escorts vendors and guests, as necessary, tracking visits and maintenance activities using established security standards. Learns quickly and adapts to new solutions/programs/ideas.

Responds physically to trouble situations within the local facility and conduct initial troubleshooting (including servers, network elements, and facility support equipment) as may be required. Conducts routine walk-throughs of the local facility; correcting both appearance and functional imperfections as necessary. Provides hospitable and enthusiastic assistance to customers, prospective customers, outside vendors, and visitors. Monitors, corrects, and reports observed infractions of security policies and procedures. Communicate regularly with peer technicians and other team facilities regarding operational situations, health, and status of the data center facility. Contributes suggestions for improvements in the quality, integrity, and efficiency of operations of the data center regularly. Adapts to temporary shift schedule changes required to deal with absences of other personnel and/or irregular work load demands. Moves and installs cabinets and equipment racks, hardware including shelves, power strips, raids, cable management, and customer equipment (servers and network devices). Performs other related duties as assigned.

Qualifications and Education

Applicants must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the CS-11 grade level, or its non-District equivalent. Examples of specialized experience include experience with electrical and mechanical systems, switchgear, backup diesel generators, power supply and distribution units, computer room air conditioners, security monitoring systems, and fire detection/suppression systems, Microsoft Office suite, Data Center Infrastructure Management/Building Management (DCIM/BIM software system(s), copper and optical (fiber) interconnection media, network connectors, computer/storage platform connectivity, equipment installation practices and mounting choices/locations and cable dress, and hand/power tools.

An equivalent combination of experience and education.

Licensures and Certifications

A valid US driver's license is required.

Essential/Emergency Designation: This position has an Emergency Employee Designation. The incumbent may be required in essential or emergency situations or when authorized by the agency head to perform critical tasks.

Position Designation: This position has been designated as security-sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
