Job description

The work involves responsibility for coordinating and monitoring maintenance service contracts for telecommunications systems. An employee in this class also reviews new telecommunication technology and recommends the installation of new systems which includes the preparation of capital and operating budgets and bid specifications. Technical knowledge of such systems is not required. General supervision is received from an administrative superior. Work assignments are usually received orally. Work is reviewed by observations and through conferences. Supervision is not usually exercised in this class. Does related work as required.

Typical Work Activities
  • Reviews requests for maintenance, repair or modification of existing telecommunications equipment and for the installation of new equipment; issues purchase orders for approved requests; reviews billings and approves or disapproves payment of charges.
  • Researches new telecommunications technology by reviewing trade magazines and vendor literature; attends meetings with systems users, vendors and technicians; confers with technical consultants.
  • Gathers, organizes and analyzes data pertaining to telecommunications systems.
  • Prepares capital and operating budgets and bid specifications relating to recommended purchases; attends bid openings and makes recommendations.
  • Supervises and coordinates installation and maintenance work performed by telecommunications contractors.
  • Investigates and resolves complaints of equipment malfunctions.
  • Maintains liaison with telecommunications companies that supply equipment and maintenance service.
  • Plans and designs strategies to maximize available Federal and State funding resources for telecommunications services and insures that all available monies are accessed.

  • Working knowledge of the principles, practices and methods of governmental budgeting.
  • Working knowledge of the principles, practices and methods of purchasing as they relate to telecommunications systems.
  • Ability to gather, maintain and analyze telecommunications systems data pertaining to budget preparation and projections for long and short-term capital improvement projects.
  • Ability to prepare accurate bid specifications for telecommunications systems and service contracts.
  • Ability to prepare concise, detailed reports.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish effective working relationships with departmental staff and other agencies.
  • Physical condition commensurate with the demands of the position.
Minimum Qualifications
  • A. Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree and one (1) year of professional level work experience, or its part time equivalent, in management of a telecommunications system or analyzing the telecommunications needs of business or government; or,
  • B. Five (5) years of paraprofessional or professional work experience, or its part time equivalent, one (1) year of which must have been in a professional level capacity, as described in (A) above; or,
  • C. An equivalent combination of training and experience as defined by the limits of (A) and (B) above.
