Responsibilities

DCAS Information Technology works in conjunction with the NYC Office of Technology and Innovation (OTI) on the daily management and support of the DCAS computer network. DCAS IT team members are responsible for the agency's software and hardware needs, the development and maintenance of applications, maintenance of the DCAS internet and intranet (DCASConnect) sites, the DCAS Help Desk, telecommunications services and equipment for DCAS employees, and the Cyber Security program to thwart any attempts at unauthorized access to the network.

The Network Infrastructure and Telecommunication team manages a highly complex network and telecommunication at the Central office and 55+ Satellite sites throughout the five boroughs and manages/supports network for over 3000 DCAS employees.

Under the IT leadership, the Telecommunication Administrator will perform telecommunication tasks at varying levels of difficulty and with varying degrees of latitude for independent initiative and judgment, in the management and administration of VoIP and Wireless systems. Under supervision, the candidate should perform installing, testing, troubleshooting, integrating, performance monitoring, maintaining telecommunications equipment including Voice over IP (VoIP) and mobile devices assignments of moderate difficulty.

The position encompasses highly technical responsibilities performed on day-to-days basis and the successful candidate will serve as a Telecommunication Administrator reporting to an Executive Director. The administrator will supervise in the setup, troubleshooting, repair, and ongoing maintenance of telecommunication hardware and assist the manager in identifying appropriate areas for repair. Assists the data telecommunications manager in the development of bid specifications and solicits competitive bids for very large data telecommunications systems.

Responsibilities Of Telecommunication Administrator May Include
  • Deployment and Management of Voice Over Internet Protocol (VoIP) for all remote locations which includes performing site survey for LAN and WAN cabling requirements.
  • Knowledge of VMWare AirWatch Mobile Device Management (MDM) system to support IOS mobile devices and IOS applications.
  • Configure and deploy smartphones, iPads, and Wi‑Fi devices using Mobile Device Management (MDM – VMware Workspace ONE)
  • Conduct site surveys to determine AP location, required cabling, and network readiness.
  • Assist with installation, mounting, and basic setup of Cisco Meraki access points and related network hardware.
  • Perform routine Wi‑Fi monitoring, troubleshoot connectivity issues, and escape complex network problems as needed.
  • Use the Meraki Dashboard to check device status, validate configurations, and support ongoing network operations.
  • Conduct basic coverage checks, validate AP performance, and support documentation updates for network changes.
  • Complete the wireless device lifecycle by decommissioning devices in accordance with Directive?1 and supervisor instructions
  • Familiar with various inventory systems to maintain accurate records of Wireless, VoIP and Network equipment.
  • Work with inventory and audit team for annual physical and perpetual inventory count.
  • Handle all assigned ServiceNow requests and incidents by providing first level technical support, document steps taken for problem resolution.
  • First point of support for various telecom related issues.
  • Provide technical support services pertaining to Network and telecommunications technologies including voice and data (Internet, e‑mail) transmission as well as videoconferencing.
  • Work with network infrastructure and Telecommunication team to maintain/upgrading/supporting network, implementing wireless solution (Meraki & Cisco) and their support/troubleshooting.
  • Responsible for performing site survey for LAN and WAN cabling requirement.
  • Responsible for installing Cisco hardware at remote sites.
  • Work on Cisco Catalyst, Nexus switches and Cisco VoIP devices.
  • Oversee the setup and maintenance of network devices, including routers, switches, firewalls, and VPNs to ensure reliable and secure connectivity.
  • Monitor network performance, proactively identifying and troubleshooting issues to ensure minimal downtime and maximum efficiency.

Only permanent employees in the civil service title of Telecommunications Associate, a comparable title, or those that are reachable on the civil service exam #3061 are eligible to apply.

Minimum Qualifications
  • One year of satisfactory, full‑time experience in the performance of analytical, planning, operational, technical, and/or administrative duties in data telecommunications or a closely related electronics planning, electronics management, and/or electronics service environment; and, either:
  • A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in data telecommunications/networking, mathematics, computer science or in a scientific, technical, electronic or related area; or
  • A four‑year high school diploma and certificates, badges, or technical education in telecommunications equivalent to 6 months of full‑time training or 24 semester credits; or
  • Two years of experience as described in “1” above and:
  • A baccalaureate degree; or
  • An associate degree from an accredited college including or supplemented by 12 semester credits in data telecommunications/networking, mathematics, computer science, or in a scientific, technical, electronic or related area; or
  • A four‑year high school diploma, plus certificates, badges, or technical education in telecommunications equivalent to 3 months of full‑time training or 12 semester credits; or
  • A four‑year high school diploma and three years of experience as described in “1” above; or
  • A satisfactory combination of education and/or experience equivalent to "1", "2" or "3" above. College education not used for meeting the minimum requirements in "1" or "2" above may be substituted for experience based on six months of experience as described in "1" above for 30 semester credits of college education including or supplemented by 6 semester credits in data telecommunications/networking, mathematics, computer science or in a scientific, technical, electronic, or related area for a maximum of two years of experience.
  • Certificates, badges, or technical education in telecommunications equivalent to 6 months of full‑time training or 24 semester credits may be substituted for experience on the basis of 6 months of full‑time training for one year of experience as described in “1” above, up to a maximum of two years’ experience. However, all candidates must have at least a four‑year high school diploma or its educational equivalent and at least one year of the experience described in "1" above.
