The Community Development Agency (CDA) is dedicated to promoting, protecting, and advancing healthy, safe, and equitable communities. The Agency supports sustainable, diverse communities through excellent and responsive service, and oversees a wide range of activities, including issuing building permits, conducting safety inspections, managing environmental health services, planning, affordable housing, and grant administration. The Agency is made up of approximately 95 staff in five (5) divisions: Planning, Environmental Health Services, Building and Safety, Housing and Grants, plus an Administration team that includes media and communications. With its areas of responsibility, CDA is a critical contributor to the County’s efforts to meet the Board’s priorities. CDA’s work focuses on some of the County’s most daunting and important challenges, including a lack of affordable, high-quality housing for Marin’s residents and workforce, reducing risks from environmental hazards, and addressing inequity across racial and socioeconomic groups.
The Technology Systems Coordinator (TSC) will lead technology modernization improvements in CDA. The TSC would support the agency to assess processes and the technology that supports these to identify recommended solutions to meet customer service goals and increase efficiency. The TSC will help bridge a gap in leadership with prioritization and implementation support for tech solutions. The TSC will work with the CDA divisions plus the Information Services and Technology, and the County Executive’s Digital Innovation and Transformation Office to develop recommendations, manage solutions, and implement improvements. A few anticipated projects include a review of existing permitting software solutions, in coordination with GIS staff, assess data needs and gaps agencywide, and working closely with the media team to integrate technology considerations in larger communications and engagement.
The TSC is a new role in CDA and will report to the Assistant Director. There is an unfilled Business Systems Analyst that would report to this position. There are other existing positions that could also report to this position as the department looks to make some internal reorganizational steps.
CDA follows a hybrid work schedule for positions which allow remote work. Employees in allowable positions will work with their supervisor to establish a remote work schedule that supports effective services and operations. Generally, employees are expected to be in the office at least three (3) days per week. Employees may need to be flexible with remote work and be able to report to work based on operational need and as needed. During the initial training and/or probationary period, employees may be required to work primarily onsite before establishing a hybrid work schedule. Departments and employees are required to follow the County’s remote work policy – PMR 27.
