Reporting to Associate Director – Project Delivery
We are seeking a Technology Delivery Manager (TDM) to provide technology delivery governance, coordination and delivery confidence across priority technology initiatives within the Technology Office.
This is a modern delivery management role focused on enabling teams to deliver value incrementally, transparently and with strong governance discipline. The successful candidate will work across Product, Technology Pillars, Engineering, Architecture, Security, Data, Service, Vendors and Business PMO to ensure delivery is well planned, actively managed and clearly reported.
The role will be responsible for maintaining delivery visibility through Jira, Azure DevOps or equivalent tooling, ensuring epics, features, stories, tasks, risks, blockers and dependencies are accurately captured and actively managed. The TDM will support backlog refinement, sprint planning, delivery reporting, dependency management, release readiness and governance forum preparation.
This role is not traditional project administration. We are looking for someone who understands Agile ways of working, can operate confidently in Jira / Azure DevOps, can use delivery metrics to provide insight, and can help teams improve flow, predictability and delivery confidence. The successful candidate will be pragmatic, structured and comfortable working in an environment that combines Agile delivery with governance, traceability and control.
Key responsibilities:
- Own delivery governance for assigned initiatives
- Lead cross functional technical deliveries (cloud, SaaS, AI, automation) for assigned Technical Pillar
- Ensure all deliveries are aligned to strategic priorities and Organisational roadmaps, provide context to new work requests where needed to allow for approval / prioritisation
- Maintain a clear delivery structure across initiatives, epics, features, stories, tasks, dependencies, risks and decisions
- Ensure initiative-level plans align to Agile team backlogs, sprint plans, release plans and governance milestones
- Support Agile ceremonies where relevant, including backlog refinement, sprint planning, daily stand-ups, sprint reviews, retrospectives, Scrum of Scrums, PI planning and inspect-and-adapt sessions
- Ensure the delivery approach supports incremental value delivery, frequent feedback loops and continuous improvement rather than opaque, long-cycle delivery phases
- Apply governance proportionately so that delivery control improves transparency without slowing Agile flow unnecessarily
- Act as a key interface across business, technology, and internal/external partners.
- Be a conduit between the technical pillar and the Technical Delivery Function and Technology Leadership Team
- Aligning with Chief Client Success Officer’s teams and Business Domain Owners to ensure delivery plans support business change objectives and to ensure adoption, readiness, and change impacts are understood and planned
- Engage with suppliers, conduct RFQ/RFI processes, and ensure timely, high-quality product deliveries
- Responsible for capacity planning and resource estimations within the technology pillar to feed into portfolio planning and prioritisation decisions
- Support workforce planning, including hiring input, vendor use, and team structure
- Manage relationships with vendors, review supplier contracts, and identify cost efficiencies
- Oversee contracts and SoW related to the assigned technical pillar
- Act as primary escalation point for delivery-related issues
- Ensure audit actions and operational risks for the assigned technical pillar are actively managed to closure
Drive disciplined use of Jira, Azure DevOps and delivery tooling
- Ensure Jira, Azure DevOps or equivalent tooling is used as the primary source of truth for delivery tracking on assigned initiatives
- Support creation and maintenance of epics, features, user stories, tasks, bugs, defects, blockers and dependencies
- Ensure work items have clear descriptions, owners, acceptance criteria, status, priority, dependencies and links to relevant design or requirements artefacts
- Promote hygiene in boards, sprints, dashboards, reports, workflow states and required delivery fields
- Work with tooling owners and delivery leaders to improve workflow setup, board configuration, reporting dashboards and integration with Aha, Confluence, GitHub or Azure DevOps where applicable
Support backlog decomposition, prioritisation and sprint readiness
- Work with Product Owners, SCRUM Masters, Tech BAs, Engineering, Architecture, and delivery teams to break down initiatives into epics, features, stories, tasks and dependencies
- Support backlog refinement to improve clarity, criteria, sizing, sequencing and readiness
- Help identify backlog items that are too large, unclear, dependency-heavy or insufficiently understood to enter sprint delivery
- Support estimation approaches such as Fibonacci sizing, story points, planning poker, t-shirt sizing and confidence-based estimation were appropriate
- Protect sprint focus by surfacing mid-sprint disruption, unmanaged scope change and priority churn through the right escalation route
Provide evidence-based delivery confidence through Agile metrics
- Track delivery progress using evidence from Jira / Azure DevOps boards, sprint commitments, completed work, blockers, dependencies, defects and release readiness
- Use delivery metrics such as velocity, predictability, committed versus completed work, cycle time, lead time, throughput, WIP, blocker ageing and defect trends where data is available
- Use metrics to improve transparency, flow and predictability rather than to create unhelpful pressure or gaming behaviours
- Explain what is driving delivery status, what has changed, what is blocked and what decisions or interventions are required
- Connect delivery metrics to the Global Book of Work, milestones, dependencies, releases and intended outcomes where possible
- Work with Engineering, DevOps, Architecture, Security, Service and Vendors to ensure dependencies are understood before they block sprint or release progress
- Support release readiness by tracking testing, defect status, environment readiness, security checks, documentation, support model readiness and operational handover
Manage delivery risks, issues and dependencies
- Translate delivery risks into practical impact statements covering scope, timeline, cost, quality, client / user impact, release readiness and operational risk
- Track dependencies with owners, due dates, status, impact if missed, mitigation and escalation route
- Ensure blockers are visible on delivery boards and escalated when they cannot be resolved by the delivery team
- Escalate systemic constraints, recurring blockers or cross-team priority conflicts through Technology Office governance
Prepare modern, data-led governance reporting
- Prepare concise governance updates supported by data from Jira, Azure DevOps, Aha, Confluence, GitHub / GitHub Actions or other agreed sources where available
- Replace vague status reporting with specific commentary on progress, sprint outcomes, backlog health, dependencies, risks, decisions and release confidence
- Prepare decision papers, escalation summaries, status narratives and delivery confidence updates for governance forums. Support self-service dashboards and consistent reporting were appropriate
Required skills and experience:
- 10+ years of proven experience in a technology delivery leadership role, ideally in a complex, fast-paced environment within the finance industry
- Experience managing technology delivery using Agile, Scrum, Kanban, Waterfall, hybrid or scaled Agile delivery methods
- Hands-on experience using Jira, Azure DevOps or similar delivery tools to manage backlogs, boards, sprints, work items, dependencies and reporting
- Experience maintaining delivery plans, RAID logs, dependency registers, sprint reporting, milestone views and governance materials
- Strong written and verbal communication skills, including concise executive-level updates.
- Experience preparing governance updates, decision papers, escalation packs and delivery confidence reporting for senior stakeholders
- DevOps awareness - Understands how delivery management connects to GitHub, CI/CD pipelines, release management, test automation, environments and operational readiness
- Experience in regulated financial services, enterprise technology delivery or complex client-facing technology change would be beneficial
- Desirable Qualifications: PMP, PRINCE2, or equivalent project management certification. ITIL, Agile, or Scrum certifications
