Qualifications

Responsibilities

• Operates sewer vehicles and CCTV cameras in inspection and maintenance of sewer systems.
• Reads wastewater maps and blueprints; uses a computer to enter data and generate reports.
• Sets up traffic control devices in heavy traffic environments and performs storm drain maintenance as assigned.
• Responds to after-hours emergencies and may work overtime as needed.

LEMON GROVE SANITATION DISTRICT:

The Lemon Grove Sanitation District was established in 1947 and operates as a division within the City of Lemon Grove Public Works Department. The Sanitation District proudly provides sanitary sewer services to the community of Lemon Grove, with a service population of approximately 28,000. The Sanitation District owns and maintains approximately 68 miles of gravity sewer which convey flow to the City of San Diego collection system for treatment and disposal.

THE POSITION:

The City of Lemon Grove is hiring a Technician I or II (DOE/DOQ) for its Public Works Sanitation Division. You will assist in maintaining and repairing the District's sanitary sewer collection system, including mains, laterals, manholes, and a lift station, while operating specialized cleaning equipment and using computers for research and assignments. This role suits both entry-level candidates starting in wastewater and journey-level professionals seeking to join a dedicated team and ensure reliable service to the Lemon Grove community. There is currently one (1) vacancy and it will be filled at either level.

DISTINGUISHING CHARACTERISTICS:

• Technician I – This is the entry-level class in the Technician series. The position requires little or no related experience. It performs a limited scope of duties under close supervision while learning the role, progressing to general supervision as procedures are mastered.

• Technician II – This is the journey level class in the Technician series and is distinguished from the Technician I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit. This class is distinguished from the Crew Leader in that the latter is responsible for providing technical and functional supervision of less experienced staff, and for performing the most complex work of the unit.

THE ESSENTIAL DUTIES:

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the class.

• Performs the installation, repair, replacement and maintenance of sewer mains, laterals, manholes, pump station, force main, and related infrastructure and facilities.
• Operates combination sewer truck.

• Operates Districts CCTV camera and locating equipment in the inspection and maintenance of sanitary sewers and storm drains, computer literacy a plus.
• Operates and maintain a variety of construction and maintenance equipment, sewer flushers, CCTV equipment, light and heavy trucks, and power tools, such as jackhammers, concrete saws, tampers, rollers, compressors, generators, skip loaders, backhoes, Skid steers, gas and leak detectors, shoring equipment, airless spray equipment, heat bonding machines, and stripers.
• Performs preventative maintenance on City equipment and tools.
• Utilizes proper safety precautions related to all work performed; uses appropriate personal protective equipment.

• Set up traffic control devices in heavy traffic environments.
• Performs storm drain and flood channel maintenance duties when assigned.

• Performs work in confined spaces, dig trenches and place shoring.
• Digs, shovels, hauls, loads and unloads soils, sand, asphalt mixes and other materials; hauls materials to and from sites.
• Responds to emergency call-outs after hours to include streets, sewers, storm drain, parks and facilities. May be required to work overtime and off-hours shifts as-needed.
• Assists the Streets, Facilities, and Parks Divisions in the maintenance, repair, and construction of streets, signs, pavement markings, trash pickup, and graffiti eradication on an as-needed basis.
• Reads and interprets wastewater system maps and blueprints, including Underground Service Alert marking and notifications of City’s underground assets.

• Maintains records of work, materials, and maintenance activities, and uses a computer to enter data into the maintenance management system, creates reports, and manages work orders.
• Assists in the instruction and training of less experienced staff; builds and maintains positive working relationships with co‑workers, other City employees and the public using principles of good customer service.
• May perform additional Parks opening and closings on weekends and holidays.
• May participate in the Department’s after‑hours emergency response program.
• Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Both positions require high school graduation or its equivalent.

Technician I:

• Requires a valid Class C California Driver’s License.
• Minimum 6 (6) months but preferably one (1) year of experience in general construction, maintenance work, or the equivalent.
• Possession of a valid Class “B” California driver’s license (Unrestricted) with air brakes and tankers endorsements within one (1) year of hire date as a condition of continued employment and must be maintained while employed by the City. Mandatory Requirement: in accordance with Department of Transportation Federal Motor Carrier Safety Administration regulations, for employment in a position that requires a Class A/B license, applicants will be required to sign a written authorization for the release of information, from their employers of the past three years, relating to their participation in a controlled substance and alcohol‑testing program. We are required to obtain this information from an applicant's prior employers regardless of their driving status during this previous employment; and

Technician II:

• Requires two (2) years of experience in general construction, maintenance work, or the equivalent.
• A valid Class B (unrestricted) commercial driver’s license with tankers endorsement must be obtained once the 12‑month probationary period has been successfully completed as a condition of continued employment and must be maintained while employed by the City.
• The Technician II position is the journey‑level position of the Technician series and must be able to work under minimal supervision while also providing support and direction.
• The ideal candidate will be able to possess the ability to work independently and complete daily activities according to work schedule; and ability to communicate orally and in writing.
• California Water Environmental Association (CWEA) Collections System Grade 1 Certification highly desirable.
