Position:Technical Writer

Location: Remote; must reside within the National Capital Region (NCR).

Work Schedule: Full-time, 40 hours per week. Must be available during Department core hours of 9:00 a.m. – 3:00 p.m. ET, Monday – Friday, and flex working hours as needed to meet CST day-to-day and emergent requirements. No work is performed on Federal holidays or during Government closures.

Position Summary

The Technical Writer owns the production quality of every written deliverable on the ISSO Support program. Under the Call Order, each deliverable requires a draft and a final, and the Government may reject a document outright for spelling, grammar, or format errors. The Technical Writer standardizes templates, edits and formats RMF artifacts and recurring reports, manages the deliverable calendar and comment adjudication, supports FISMA metrics and audit packages, and captures meeting minutes, protecting the program's Firm-Fixed-Price margin from rework.

Key Responsibilities

• Edit, format, and quality-check all draft and final deliverables against Department and CST templates before submission; enforce a zero-defect standard for spelling, grammar, format, and conformance.
• Maintain the master deliverable tracker: due dates, 5-business-day Government review windows, 10-business-day comment incorporation, and comment adjudication matrices.
• Develop and maintain program templates and a style guide for SSPs, Security Control Implementation Statements, POA&M's, CP/ISCP and CP Test reports, IRPs, CMPs, SIAs, PIAs, DIRAs, ISAs/MOUs, Security Plan Approval Recommendation Letters, AODR Information Sheets, system retirement memos, and POA&M transfer memos.
• Compile and format recurring reports from ISSO inputs: weekly Security Control Implementation Status, Issue Resolution, Remediation Status, and Risk Acceptance Recommendation reports; Quarterly Configuration and Change Impact Summaries.
• Support compilation of quarterly FISMA metrics submissions and Annual FISMA Review inputs.
• Assemble and maintain Audit and Data Call Response Packages and the Kick-Off agenda, Transition-In/Out Plans, and Program Management Plan.
• Capture, edit, and distribute meeting minutes and action items for system and program meetings.
• Maintain artifact version control and support uploads to the GRC tool (ArchAngel) and program SharePoint.
• Produce and refine boundary, network, and data-flow diagrams in Visio from ISSO and engineer input for System Boundary & Data Flow Packages.
• Ensure documents meet Section 508 accessibility and DoS SBU/CUI marking requirements.

Required Qualifications

• Five (5)+ years of technical writing and editing experience in an IT, cybersecurity, or federal contracting environment.
• Demonstrated experience producing or editing NIST RMF authorization artifacts (SSPs, POA&M's, contingency plans, assessment reports) or comparable compliance documentation.
• Expert proficiency in Microsoft Word (styles, templates, tracked changes), Excel, PowerPoint, Visio, and SharePoint.
• Active, final SECRET security clearance; U.S. citizenship.
• Exceptional command of grammar, style, and Government document formatting; meticulous attention to detail.
• Ability to manage multiple concurrent deadlines and coordinate inputs from 20+ contributors.

Preferred Qualifications

• Security+ CE or CGRC/CAP certification; working knowledge of NIST SP 800-53 Rev. 5 terminology.
• Department of State experience; ArchAngel familiarity.
• Section 508 / accessibility remediation experience (Adobe Acrobat Pro).
• Experience supporting FISMA metrics reporting or OIG/GAO audit responses.

Technical Skills

• Microsoft 365 (Word, Excel, PowerPoint, Visio, SharePoint, Teams); Adobe Acrobat Pro.
• Document control and version management; comment adjudication; style guides.
• Familiarity with NIST RMF artifact structure and GRC tooling (ArchAngel or equivalent).
• Section 508 accessibility standards; CUI/SBU marking.

Education

Bachelor's degree in English, Communications, Technical Writing, Information Technology, or a related field, or an additional four (4) years of directly relevant experience in lieu of degree.

Remote/Hybrid/On-site and any other relevant work-environment requirement

Remote. Duties are performed remotely; the selected candidate must reside within the National Capital Region (NCR). The Government does not furnish equipment; OneZero provides the laptop and collaboration tools. Position requires an OpenNet account, DoS PIV badge, multifactor authentication, and adherence to DoS SBU/CUI handling requirements. Local travel within the National Capital Region; minimal other travel.
