OneZero Solutions LLC seeks a Deputy Program Manager to run the day-to-day operations of the ISSO Support program, coordinating across ISSO, engineering, and documentation teams for 70+ consular systems. The role requires 8+ years in cybersecurity program management, a SECRET clearance, PMP, and strong communication skills.

Qualifications

Position Title: Deputy Program Manager

Location: Remote; must reside within the National Capital Region (NCR).

Clearance: Secret

Work Schedule: Full-time, 40 hours per week. Must be available during Department core hours of 9:00 a.m. – 3:00 p.m. ET, Monday – Friday, and flex working hours as needed to meet CST day-to-day and emergent requirements. No work is performed on Federal holidays or during Government closures.

Position Summary

The Deputy Program Manager (DPM) is the secondary point of contact to the CO and COR and runs the day-to-day operations of the ISSO Support program. The DPM balances workload across the ISSO, engineering, and documentation teams supporting 70+ consular systems, owns the deliverable production calendar and quality gate, leads transition-in execution, and acts with full authority in the Program Manager's absence. This is a designated Key Personnel position under the Call Order.

Key Responsibilities

• Serve as secondary point of contact for the CO and COR for all contractual, administrative, and performance matters; act for the Program Manager in his or her absence.
• Direct day-to-day operations: assign and balance ISSO portfolios, schedule and resource cybersecurity activities across teams, and ensure RMF activities align with ISSO oversight requirements.
• Own the deliverable calendar and quality gate for all recurring deliverables: weekly Security Control Implementation Status, Issue Resolution, Remediation Status, and Risk Acceptance Recommendation reports; Quarterly Configuration and Change Impact Summaries; quarterly FISMA metrics.
• Lead execution of the Transition-In Plan (staffing ramp-up, knowledge acquisition, tool and system access, incumbent coordination) and develop the Transition-Out Plan.
• Manage onboarding logistics with the FSO: Visitor Access Requests, badging, PIV issuance, OpenNet accounts, and mandatory FSI training tracking.
• Coordinate the program's response to audits, inspections, and data calls (OIG, GAO, CISA, HVA, BOD, OMB, CDM) within DT/EA/CST timelines.
• Supervise the Technical Writer and enforce the draft/final, 5-day review, 10-day incorporation, and zero-defect formatting standards.
• Track program performance metrics, risks, and issues; prepare status reports, briefings, and meeting minutes for Government stakeholders.
• Manage ODC (travel and training) pre-approval requests and documentation.
• Support recruiting, interviewing, and retention of cleared cybersecurity staff; mentor team leads.

Required Qualifications

• Eight (8)+ years of experience in cybersecurity program management (RFQ §M, Factor 2).
• Demonstrated experience with Federal Government cybersecurity requirements (FISMA, NIST RMF, NIST SP 800-53).
• Current PMP or equivalent project management certification.
• Active, final SECRET security clearance; U.S. citizenship.
• Experience managing deliverable-driven services contracts with recurring Government reporting.
• Strong organizational, written, and verbal communication skills.

Preferred Qualifications

• Master's degree in a related field.
• CISSP, CISM, CGRC/CAP, or CISA certification.
• Hands-on ISSO or Assessment & Authorization background.
• Prior Department of State (DT/CA/CST) experience; familiarity with ArchAngel and iPost.
• Experience on Firm-Fixed-Price and GSA MAS / HACS engagements.

Technical Skills

• NIST SP 800-37 Rev. 2, SP 800-53 Rev. 5, FISMA quarterly/annual metrics, OMB and CISA BOD requirements.
• Deliverable and workload management tooling (MS Project, Planner/Jira or equivalent, SharePoint, Excel).
• Working knowledge of GRC (ArchAngel, iPost) and scanning platforms (Tenable, Wiz) sufficient to direct and QA team outputs.
• Report production and executive briefing (Word, PowerPoint, Visio).
