Chartis Federal is seeking a TS-cleared (eligible for SCI) Senior Technical Writer/Editor to provide Key Personnel support to the Continuity Communications Division (CCD) at FEMA ONCP Headquarters in Washington, D.C. The role oversees drafting and editing program documentation for CCD's continuity programs, including CARs, MNSs, CONOPS, ORD and CDP.

Qualifications

Responsibilities

• Draft acquisition-related documents (SOWs, Market Research, IGCEs, ATP/ATO).
• Develop and revise lifecycle cost estimates and supporting briefings.
• Create plans, guides, and policies for government review per DHS/FEMA policies.
• Produce strategic plans, white papers, and modeling docs for emerging comms capabilities.
• Coordinate with FEMA and other stakeholders, manage version control and records.

Position Overview

We are seeking a TS-cleared (eligible for SCI) Senior Technical Writer/Editor to provide Key Personnel support to our customer's Continuity Communications Division (CCD). This role leads the development, editing, and revision of strategic plans, white papers, program documentation, and acquisition and requirements documentation supporting CCD's continuity communications programs, including the Interoperability Gateway System (IGS), Continuity of Operations Satellite Communications (COOP SATCOM), Integrated Continuity Communications Transport (ICCT), and the FEMA National Radio System (FNARS). This position is expected to be primarily on site at FEMA ONCP Headquarters in Washington, D.C., with work also performed at other Government facilities.

Responsibilities

• · Leads the drafting, development, and revision of program documentation for CCD's continuity communications programs (IGS, COOP SATCOM, ICCT, and FNARS), including Capability Analysis Reports (CAR), Mission Needs Statements (MNS), Concept of Operations (CONOPS), Operational Requirements Documents (ORD), and Capability Development Plans (CDP).
• · Drafts and edits acquisition-related documentation in support of CCD programs, including Statements of Work, Market Research Reports, Independent Government Cost Estimates (IGCEs), 145/146 package materials, Component Acquisition Executive (CAE) required documents, and ATP/ATO documentation.
• · Develops and revises Lifecycle Cost Estimates (LCCE), Business Impact Analyses (BIA), and other System Engineering Lifecycle (SELC) documentation, and prepares related briefings, PowerPoints, and Word deliverables as required.
• · Drafts plans, processes, guides, procedures, and policies for Government review, ensuring compliance with FEMA and DHS documentation policies and requirements.
• · Drafts strategic plans, white papers, and modeling and simulation documentation supporting research into emerging voice, data, and video telecommunications capabilities.
• · Prepares, reviews, refines, coordinates, and translates technical and programmatic requirements into language suitable for the contracting and acquisition process, working with engineers, technicians, and non-technical government and contractor personnel.
• · Supports Task Order program management functions requiring technical writing, including action tracker updates, situation report inputs, weekly activity report (WAR) inputs, meeting agendas and minutes, and inputs to monthly Status Reports and the Contract Summary Report.
• · Reviews and edits documentation for accuracy, consistency, and compliance with DHS Enterprise Architecture, JRIMS, and SELC standards prior to submission to the Government.
• · Coordinates with FEMA staff, OCIO personnel, and other stakeholders to gather technical input, staff draft documents for review, and incorporate feedback within required turnaround times.
• · Maintains version control and proper records management of all program documentation in accordance with FEMA and DHS records management policy.

Requirements

• 5+ years of related technical writing/editing experience, ideally supporting telecommunications, IT, or national security programs.
• Bachelor's degree required.
• This is a Key Personnel position. The contractor must possess or be eligible for a Top-Secret security clearance with SCI access.
• Demonstrated ability to draft and edit Joint Requirements and Integration Management System (JRIMS) documentation, such as Capability Analysis Reports, Analysis of Alternatives, Mission Needs Statements, Operational Requirements Documents, and CONOPS.
• Knowledge of systems engineering lifecycle (SELC) and associated acquisition documentation, such as Lifecycle Cost Estimates (LCCEs), Business Impact Analysis (BIA), Statements of Work, and Market Research Reports.
• Strong technical writing and editing skills, with the ability to translate complex technical and programmatic requirements into clear, well-organized documentation for both technical and non-technical audiences.
• Knowledge of DHS and FEMA documentation policies and requirements, including DHS Enterprise Architecture (EA) standards.
• Ability to support program management functions requiring technical writing, such as status reports, action trackers, and meeting minutes, and to work under recurring monthly and as-directed deadlines.
• Familiarity with continuity communications systems and programs (e.g., HF/VHF/UHF radio, satellite communications, Land Mobile Radio) sufficient to accurately document technical requirements and system capabilities is a plus.
• Strong organizational skills and the ability to manage multiple concurrent documentation efforts across several CCD program lines.
