About the Program

Dynamic Systems Technology, Inc. (DysTech) is seeking an experienced Technical Support Specialist to support the Naval Facilities Engineering Systems Command Marianas (NAVFAC Marianas) Command Information Office. This program helps ensure reliable day-to-day operation of enterprise IT systems, end-user hardware and software, mobile devices, telecommunications, and helpdesk services across the NAVFAC Marianas area of responsibility.

About the Role

Must be located in Guam. This is a fully onsite position; regular remote work is not available. In this role, you will provide responsive Tier 1 and Tier 2 technical support to NAVFAC personnel, serving as a key point of contact for IT requests, troubleshooting, equipment deployments, and user support. You will work directly with end users and CIO3 staff to resolve hardware, software, connectivity, mobile-device, and peripheral issues while ensuring tickets, asset records, and technical documentation remain accurate and current. This position is well suited for an IT support professional who is comfortable balancing hands‑on technical troubleshooting with customer service, asset accountability, documentation, and coordination across a military installation environment.

Key Responsibilities
  • Serve as an initial point of contact for technical support requests received through email, telephone, Microsoft Teams, and the enterprise ticketing system.
  • Log, categorize, prioritize, troubleshoot, resolve, and document Tier 1 and Tier 2 IT support tickets in accordance with CIO3 service-level expectations.
  • Diagnose and resolve hardware, software, peripheral, operating-system, and localized network-connectivity issues through remote and in-person support.
  • Install, configure, upgrade, and maintain workstations, software applications, peripherals, and mobile devices.
  • Provide mobile-device-management support, including device provisioning, configuration, security enforcement, troubleshooting, and maintenance.
  • Support the full lifecycle of IT assets and software licenses, including receipt, inventory, deployment, physical movement, custody documentation, and disposal coordination.
  • Support the Telephone Coordinating Officer by tracking landlines, VoIP services, telephone line drops, service requests, phone-number allocations, and directories.
  • Serve as an IT liaison between end users and the CIO3 office, gathering requirements, coordinating equipment deployments, and escalating complex issues to the appropriate support teams.
  • Create and maintain standard operating procedures, user reference guides, asset records, status reports, and communications regarding outages, updates, or new IT capabilities.
  • Provide administrative and office-automation support to the CIO3 office as needed.
Required Qualifications
  • U.S. citizenship.
  • Active Tier 3 (T3) security clearance or ability to obtain an interim T3 clearance before onboarding.
  • An active, qualifying DoD 8140.03 intermediate-level certification prior to onboarding: CompTIA Security+, EC-Council Certified Network Defender (CND), GIAC Foundational Cybersecurity Technologies (GFACT), or GIAC Security Essentials Certification (GSEC).
  • Ability to maintain the required certification in active, good standing throughout employment and complete required annual continuing professional development.
  • At least three years of IT helpdesk, technical support, or asset-management experience preferred; candidates with less experience may be considered based on relevant technical experience and certifications.
  • Demonstrated experience supporting mobile-device-management platforms and enterprise ticketing systems.
  • Experience troubleshooting hardware, software, peripherals, and user-connectivity issues.
  • Ability to communicate clearly and professionally with end users, Government personnel, military personnel, and technical teams.
  • Experience using Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and Teams.
  • Ability to read and interpret technical documentation, policies, procedures, and user manuals.
  • Ability to meet installation-access, CAC, Government credentialing, and system-access requirements.
  • Ability to perform the physical requirements of the role, including standing, walking, bending, reaching, climbing ladders, and lifting or moving IT equipment up to 25 pounds.
Preferred Qualifications
  • Experience providing Tier 1 and Tier 2 support in a Department of Defense, Navy, or other federal environment.
  • Experience supporting IT asset inventories, property-custody records, and equipment deployments.
  • Experience supporting VoIP, landline, or telecommunications service coordination.
  • Experience creating technical documentation, standard operating procedures, or end-user reference guides.
  • Familiarity with enterprise IT operations in a military installation environment.
Work Location and Flexibility

The primary work locations are NAVFAC Marianas facilities at Building 205, Halsey Drive, Nimitz Hill, Piti, Guam, and Building 3179, Sumay Drive, Naval Base Guam, Santa Rita, Guam. Work may occasionally be required at other NAVFAC locations on Naval Base Guam, Marine Corps Base Camp Blaz, or Andersen Air Force Base. This position is expected to work up to 40 hours per week during normal business hours, Monday through Friday, excluding Federal holidays. Regular remote work, travel, and overtime are not authorized.
