Job description

Phoenix Fire Department's Technical Services section provides technical and administrative support to a regional automatic aid CAD Consortium. This consortium includes Phoenix and 16 CAD partner fire jurisdictions, supporting two alarm rooms which dispatch fire apparatus and emergency medical vehicles. This spans a total of 183 fire stations over 3,200 square miles and supports more than 1,000 mobile computers.

The Technical Services Management Administrator position will report directly to Phoenix Fire Department's Assistant Chief Information Officer (ACIO), who leads the Technical Services section. This role requires conducting independent research studies and making decisions and recommendations on complex financial, technical, operational, and administrative initiatives and matters.

This position will be responsible for:
  • Overseeing the Technical Services Business Support team, as well as providing strategic direction to the Development and Operation teams.
  • Managing the section's nearly $20 million budget and being responsive and supportive of the automatic aide CAD Consortium.
  • Representing the ACIO in meetings and will lead Technical Services in their absence.

The incumbent chosen for this position will be required to work Monday through Friday at the Fire Admin. building located at 150 S. 12th St.; teleworking is not an option.

Essential Job Functions:

This role requires financial and technical knowledge and experience, alongside the ability to interact with internal and external stakeholders within Phoenix Fire Department (PFD) and our 16 CAD partners. The ideal candidate will have experience in the following:

  • Displaying excellent interpersonal communication, management, and analytical abilities in aid of advancing interests of Technical Services and the PFD.
  • Planning, directing, and supervising staff to ensure engagement in generating, analyzing, disseminating, and installing technical, financial, procurement, and administrative systems and controls.
  • Planning, generating, and managing Technical Services' budget in conjunction with budgetary controls and internal/external operating needs.
  • Providing strategic guidance to the Development and Operations teams to align their roles and responsibilities with the strategic direction of the PFD.
  • Aligning the Development and Operations teams to create a unified platform for data sourcing, reporting, and analytics.
  • Establishing fiscal controls to monitor and audit the section, ensuring proper expense allocation and adherence to budgetary thresholds.
  • Overseeing preparation and development of the multi-year capital improvement program and ensure our investments in technologies align with the section and department's strategic goals and objectives.
  • As directed by ACIO, leading the initiative to develop a strategic and service modeling plan for Technical Services and implement recommended changes.
  • Developing and managing a cost recovery model for the CAD Consortium. This includes monitoring expenditures against revenues and providing analysis and calculation of dispatch and equipment support fees.
  • Generating an annual report of the CAD Consortium, allowing members to have complete knowledge of all consortium activities as well as a report on its finances and replacement fund balances.
  • Evaluating and developing recommended changes in organization, policy, procedures, and reports on the merits of Technical Services leadership.
  • Taking on special management assignments and special projects and other duties as directed by the ACIO.
  • Demonstrating outstanding customer service, integrity and commitment to innovation, efficiency, and fiscal responsibility.
