Position Overview:

TradeWind Services is seeking an experienced Technical Project Manager (TPM) 2 to support technical construction and project execution activities at a Department of Energy (DOE) / National Nuclear Security Administration (NNSA) nuclear facility.

The TPM 2 will support and manage discrete technical construction scopes, ensuring project activities are safely, compliantly, and efficiently executed from initiation through testing, turnover, and closeout. This position is responsible for coordinating technical requirements, deliverables, budgets, schedules, risks, and project resources while supporting—and at times leading—multidisciplinary project teams.

The successful candidate will have recent and relevant experience supporting construction, D&D, testing, turnover, or similar project activities within a highly regulated DOE/NNSA nuclear environment.

Key Responsibilities:
  • Manage assigned technical construction scopes from planning and initiation through execution, testing, turnover, and completion.
  • Develop, manage, and track project deliverables, schedules, budgets, risks, milestones, and technical requirements.
  • Support project execution in accordance with DOE Order 413.3B, applicable NNSA/DOE requirements, and contractual requirements.
  • Manage work organized through control accounts and work packages supporting established programmatic objectives.
  • Provide day-to-day administrative and operational management of assigned project or program areas.
  • Develop, implement, and evaluate policies, procedures, processes, and standards associated with construction and work execution.
  • Support development, management, and monitoring of project/program budgets.
  • Provide technical guidance and direction to project teams, support organizations, and matrixed resources.
  • Coordinate closely with Construction, Operations, Engineering, Radiological Control, Criticality Safety, Nuclear Safety, Occupational Safety, Work Planning & Control, and other support organizations.
  • Identify and manage project risks, issues, interfaces, and constraints that could impact successful execution.
  • Ensure work is performed in accordance with applicable Nuclear Quality Assurance-1 (NQA-1) requirements.
  • Maintain strict compliance with nuclear facility security, classification, conduct-of-operations, and work-control requirements.
Required Qualifications:
  • Bachelor’s degree from an accredited institution and a minimum of five (5) years of directly related experience, or an equivalent combination of education and directly related professional experience.
  • Prior experience working within a DOE/NNSA nuclear facility and/or national laboratory environment.
  • Recent and relevant experience working within strict nuclear security and classification protocols.
  • Experience supporting active construction, D&D, testing, commissioning, and/or turnover activities within a nuclear environment.
  • Working knowledge of NQA-1 requirements and quality-driven project execution.
  • Demonstrated ability to coordinate multidisciplinary organizations and effectively manage technical project scope.
  • Strong communication, organizational, leadership, and problem-solving skills.
  • Active DOE Q Clearance required.
Preferred Qualifications:
  • Previous construction management or technical project management experience within a DOE Hazard Category 2 nuclear facility.
  • Experience supporting projects within a Security Classification 1 facility.
  • Knowledge and experience with DOE Order 413.3B project management requirements.
  • Experience with project controls, control accounts, work packages, cost management, scheduling, and risk management.
  • Experience with Work Planning & Control (WP&C) processes.
  • Demonstrated ability to effectively interface between Construction, Operations, Engineering, Radiological Control, Criticality/Nuclear Safety, Occupational Safety, and other technical organizations.
  • Experience supporting projects through construction completion, testing, turnover, and transition to operations.
Salary and Benefits Information:

Expected Salary Range: $150k - $215k / year (depending on experience)
